He is supposed to be a character in educational tv show for children, though he was unfortunately a tad more creepy then funny.

Edit: just remembered that he was reimagined as a serial killer in another tv show. Maybe you could use that.

You can just make Mr Noseybonk a serial killer, as he has been reimagined as one before.
