The greatest threat to submarines are not enemy ASW but mechanical failure from improper engineering, maintenance, and doctrine.

I doubt the enemy have better torpedo technology than us (we are constantly spending on torpedo training), but different approaches breed new discoveries.

Our ships are like superheroes, acting mostly alone.
Our Cruisers are super-independent, our Battleships completely self-sufficient.
We don't act with Fleet tactics, it's all a matter of strategy, encounters, and our weight and training advantage.

If you don't have it, Battle Cruisers will group into the Main Force with your Battleships and waste their mobility.
You would have to manually detach them from the formation every time.
A Scouting Force is the first to make contact with the enemy, as you have seen before with ADOBO.
If a Battle Cruiser was the one to do it, they could do a lot more damage in the opening salvo instead of having to wait for the BB division to catch up.

This actually makes sense.
Our Standard Fleet Tactic is basically having Cruisers do everything alone so this is a natural development of that.
We don't use DDs for scouting at all, so Cruisers have to develop their own scouting methodologies.
That is a weirdly appropriate random research to proc.
