Except, you know, 95% of people fall into that category. Sure they care about the good fight and are rooting for the heroes to save the world, but they care more about paying their bills on time so their house doesn't get repossessed than going out and following an ideal or code.
See, that's why Alignment systems suck. They way I see it everyone has at least some good or evil or law or chaos in them. In my mind the majority of normal everyday people are on the shallow end of either Neutral good or Neutral evil and by majority I mean that like 55% fall into those too categories and the other 45% are in the shallow end of all the other alignments.

But that's all, just like, my opinion man.

For bonus points, the original meaning of True Neutral was about the dumbest possible one; that they were morally obliged to balance out everything they did. Saved an orphan? You better kick a puppy by the end of the day. Stopped a mugging? Better pick some pockets on the way to the bar.

In that case, you are opperating under the assumption that Good and Evil occupy the whole scale, and that Neutral is just a really then line between them instead of its own square, correct?

But, I think the Alignment system is stupid anyways. Someone could be selfish enough to be Neutral Evil, but still save children if someone else was mudering them. People are complex.

Hence the theoretical Jerk->NotJerk Axis. You can be Lawful Evil and still be quite honorable (there are entire knighthoods with such motivations), just as easily as you can be That One Guytm​.
 
Meeting ITEM

You're briefly tempted to attack Mugino, for a variety of reasons, but this isn't the time or the place. Instead you decide to keep up the cute and innocent act you've sort of fallen into. That way if she does attack you then she's at fault and it's completely within your rights to turn her into a smear on the floor in self-defense. At least you think that's how the law works. Or how it's supposed to work anyway. In your experience the law will bend any which way you want in Academy City provided you either have enough money or know the right people.

Besides, it's likely that nothing of the sort will happen. You'd have to be pretty evil to attack a couple of kids as cute as you and Last Order. You'd do it of course, but then again you're pretty goddamn evil if you do say so yourself. Anyway, apologies. "Ah! We're sorry Onee-sama! We were just playing around a little and she wasn't looking where she was going. Do you think you can forgive us?" You ask with watery eyes and a pleading look. You even bow a couple of times for good measure.

"Rrraaaaaah, listen you little-" Mugino starts to lecture you but she stops when the girl in the track suit tugs on her sleeve. When Mugino looks at the black-haired girl the girl subtly shakes her head. Mugino's expression shifts anger to confusion and her gaze snaps back at you and Last Order, examining you. Her eyes widen with recognition.

You pretend you didn't notice and instead help Last Order back to her feet. "You okay?"

"Yeah. Misaka Misaka says trying to act tough although the bump on her head really really hurts." Last Order says as she stands up, rubbing her head.

"Huh, so they really did clone the Railgun. I mean, I saw the data so I knew they did it but seeing one with your own eyes is something else." You immediately look back at Mugino, who's looking at Last Order in a disinterested manner, with one hand on her hip and her head tilted to one side. "Looks a little small though. I thought the whole point was for Accelerator to get stronger by fighting tougher and tougher battles but this kid couldn't possible be even a quarter, no, an eighth of a threat the real Railgun is."

The blonde girl's jaw drops and she starts asking a ton of questions."Whaaaaaaa? The Railgun got cloned? What? Why? When? How?"

"Oh? Did I never tell you guys? It had to do with that security job we took a while a go." Mugino off-handedly explains. In the background the blonde's expression goes from shocked to confused to realization to stunned as she works her way through what Mugino said and she starts babbling about how she almost got killed by the Railgun. Mugino's attention shifts from Last Order to you. "So what's your deal? When the project failed they did decide to clone Accelerator instead or something?"

You groan. "Why does everyone assume I'm a clone?"

"Well what else are they supposed to think? Misaka Misaka teases." Last Order giggles when she says that.

"Hm? Did you kids not reach the foodcourt?" You hear Yoshikawa say behind you. Looks like she caught up.

You turn around and wave at her. "Hi Yoshikawa! We were on our way but then Last Order bumped into Onee-sama here." You point at Mugino and her group. "We were just apologizing."

Yoshikawa sighs and turns to Mugino. "I'm sorry about that. Last Order is very energetic. I'm the girl's guardian, Yoshikawa Kikyou. I hope you weren't troubled too much Miss…" Yoshikawa trails off.

"Mugino Shizuri." Mugino provides her name.

Yoshikawa seems to recognize the name at least, even if she didn't know Mugino on sight like you did. "Really? You're the fourth rank?"

Mugino's expression becomes stormy. She probably thinks that Yoshikawa is doubting her power or something. Before she can get real mad though Last Order pipes up. "WOW! Another level five? That's a huge coincidence! Misaka Misaka expresses her wonder at meeting another one."

"Another one? But you aren't a level five. Are you talking about Railgun?" Mugino askes.

"Accelerator also lives with us." You say quickly. You're not sure what you want to do about the Meltdowner right now but you'd rather she not know your power level until you make a decision and Last Order was likely to blab if she was the one to answer.

Mugino's group all drop there jaws at that, except the back-haired one who keeps looking emotionless. "Are you telling me that Accelerator is living with one of the girls he was meant to kill? How does that work?" Mugino asks skeptically.

"It's a long story." Yoshikawa answers. She sounds tired. "I could explain it over lunch if you like. Consider it an apology for Last Order bumping into you."

Yoshikawa's offer catches you off guard. You whip your head around to look at her but despite your usual skill at being able to read people you don't know what she's thinking. You switch back to observing Mugino. It looks like she's about decline when her friends speak up.

"Can Mugino, please? Basically food always tastes better when you don't have to pay for it." The blonde whines.

The tomboy nods in agreement. "I don't know about that but I'm super hungry."

The plain looking one doesn't say anything, as expected, but her stomach rumbles.

"Fine." Mugino relents. "Looks like we're taking you up on your invitation. Thank you."

"It's not a problem." Yoshikawa says. She and Mugino begin to walk towards the food court and the rest of the girls follow. You bring up the rear so you can be alone to think for a bit.

This little incident made you realize something. You have the supposed fourth strongest esper in the city in front of you and you don't know what to do with her. You could kill her to prove your strength, try and make her an ally/pawn, or just ignore her entirely as small fry but the point is you don't know what to do about her. And that's just a part of a bigger problem.

You don't really know what you're doing. You have big goals, taking over the city to start, but you don't have any plans on how to do it. Even a few smaller goals like deciding if you want to go find your own place to live would be a start. Do you want to just take over the city by force, or do you want work in more subtle ways. You could even masquerade as a hero by joining Judgment or something and gain support that way. The possibilities are endless. You just need to decide what to do. You spend the rest of the way to the food court in silence, thinking about this.

Write in should cover what direction you want the lunch conversation to go in as well as any specific questions you have for ITEM or actions you want to take while eating with them.

Other than that I want you guys to start discussing goals and plans for this quest. I may or may not have some ideas for encounters and stuff but it's you guys that are going to provide the main impetus of the plot. Try to come up with some goals, both big and small, that you guys want to do as well as some plans for how to get those goals done. Feel free to use meta-knowledge when coming up with the goals. You don't need to work everything out right now but some idea of the direction you want to go would be good for all of us.

Yea Kakine Teitoku, I'm pretty sure our powers are like a complete hard counter to his so it should be really really easy to just stomp him.

Then you need to go out and find the number 2 ranked level 5 and beat him into the ground preferably in view of cameras and in a way to make you come off as the good guy so that you can build up you'r rep again. After that your going to need someone to fill you in on whats going on in the darker side of academy city. And then you need to start to build up your own faction to help you take over the city preferably in a subtle way.

Yea for all of 10 seconds He then immediately shut him down easily and fixed up that little hole in his defense. All he needed to do is account for his ability's power to ignore normal physics and as it just so happens I'm pretty sure our defense already does that.

Hmm. Well, first things first, I suppose. As I see it, we have a quick checklist we have to get done before we can start any big operations to take over the city:

1. Get our own damn place. Even if we can mooch off of Accelerator for a while, our ego is likely to object to that at some point, and having a private place to plan stuff, store minions, etc. is going to be a boon in the long run.
2. Get an idea of what we can do. Regardless of the fact that he could spar with Accelerator, it's still a good idea to get an OOC idea of what Shouta can definitely do, both with and without straining himself. More importantly, it gives us an idea of what to improve.
3. Get a reputation. Any kind of reputation would be alright, so long as it isn't one that seems to promote us as some property-desttroying savage. This should help us with the next thing on the checklist:
4. Get allies. We're going to need them for anyone Shouta can't just crush like a bug by himself, and as amusing it is to poke fun at Accelerator, I have doubts that he's actually going to team up with us once we actually start going full evil keikaku, as any proper LE character should. We'll also need informants, seeing as we've been out of it for a long while.

To these ends...

[X] Start up a conversation with the Rank Four and her posse over lunch, and try to figure what's been happening in AC in your absence. Even though you can smash her into paste right now, it's probably best to wait until a later date to show who Accelerator's real rival is.

Short-term goals first. I do like the idea of crushing the Rank 2 into tiny little pieces, though. Maybe later, when the city can get a good glimpse at the fight.

Um guy's there's no way in hell were going to get Accelerator to help us take over the city, that goes completely against his personality. Don't get me wrong I'm all for befriending him but having him as a concrete important part of our long term plan to take over the city isn't the best idea.

Never watched ACMI, but everything I know about Accelerator and from his interactions with us tells me the notion of getting him to work with us is absurd. Shouta's biggest grievance with Cel is his total lack of ambition or drive which is the primary force behind our plans. And Cel considers Shouta an egotistical asshole who he can't casually squash. We've threatened to kill his surrogate family to him and you somehow expect him to cooperate with us? We have nothing to offer him, and he has every reason to distrust us.

This is the guy that endless murdered teenaged looking, but actually young children chronologically, clones because meh, right? Taking over a city seems very take in comparison.

And he doesn't even need to actually take over, just stand there and scare people

But why?

We're one of the few people who Cel actively detests, and we're one of the few people possibly capable of threatening him /the ones he actually cares about. Him overcoming his apathy to try and kill us is far more likely than him overcoming it to actively help us.

By threatening the ones he cares about? Actually making him like us? I don't know, that is why it's a goal, not an immediate action.

At least, we can stop him from trying to stop us.
