Best to get Independence now that wait for a worse moment.
I honestly don't see much point in 'calling for help'. There is no help to come and without at least semi-regular contact there is very little military advantage. Co-ordination takes time we simply cannot get, to say nothing of transmitting your war plans over the enemy's phone line.

[X][BUOYS] Update the Maps: You can't count on a brief call to give you all the information you'll need to direct your breakout efforts. Ping the Rachni comms network for a detailed update on what exactly their held space is presently. Updates galaxy map to accurately reflect the present state of Rachni-held relays.

There are probably other factions than the Citadel we might get help from, maybe. But I prefer anouncing our presence by blowing shit up.

We're not really sending anything, we just saying "hey, we exist, if you want to counter-offence do it here, where we can help you".

We won't get help. We aren't worth it. They are already losing colonies our size or larger that aren't even behind enemy lines. Us calling for help is like saving the lone drowning guy when there is a whole sinking ship of people to save.
This makes claims with no evidence.
Nothing suggests they've lost any colonies with the size or economic grunt of Virmire.

They would not bother with a single drowning guy. We are not a single drowning guy.
We are a second-tier military power in a genocidal war, sitting athwart a valuable astrological conjunction of relays, and denying resources of three star clusters to the enemy. We build our own capital ships.

We are not a liability to be protected, we are a valuable military asset to be exploited and reinforced if at all possible.
The salarians and asari literally poured enough resources into the Krogan to uplift them from a post-apocalyptic planetbound race to a Citadel power.
And they did that in the middle of fighting the Rachni.

If you think they would not do the same for anyone willing and capable of fighting....
The problem is securing a reliable logistics route to the Citadel that goes round the Rachni. Hence the Exploration Corps we're spending money establishing. And letting the Citadel know we're here. And the need not to make things unnecessarily difficult diplomatically.

If there is any comparison at the moment, it would be to the Soviet Union in the year of 1941/42.
The US and UK kept funnelling them LendLease because while they lived, they drew off Axis military power and denied them the resources of the Soviet republics.

I don't see any real benefit to doubling up the recon pulse.
Ditto calling for help, the Council already wrote us off. That said, sundry other independents are either dead or in the same situation as us.
Unknown of they are near enough for us/them to break through and link up - but worth trying.

This has been stated before:
A core principle of our military strategy is to hook up with the Citadel and coordinate military operations. Without their aid, we WILL die.
Ergo, do not make things unduly difficult for the diplomats who will have to negotiate these things.

Even fucking Stalin eased off on having Communist Parties in the US and UK agitate for worker's rights during WW2.

Ditto calling for help, the Council already wrote us off. That said, sundry other independents are either dead or in the same situation as us.
The Citadel wrote off a single system with barely a double handful of obsolete cruisers.
We're much bigger now. We represent opportunity and a proxy power.
Hence the need for people not to go out of their way to antagonize them.

Do recall that part of our military objectives are to link back up with the Citadel.
Without their aid, or the aid of someone similarly big, we WILL die.
We do not have the grunt to go up against a Tier 1 power.

Our Raiding Strategy relies on coordinating with someone with a big enough navy to take advantage of the holes we're blowing in Rachni logistics.

Really want to tell the assembly that we're going to sit on this for a bit, at least until we send out the recon pulse and distress signal.

Either that or frame the independence as our becoming whatever the actual Citadel member states are rather than a colony with no political say.

Full independence likely means the Citadel uses us to bleed the Rachni without ever intending to help us.

First: We don't know how council is doing in this war. We need a map update to know. After map update we can talk more about it.
Second: We should tell council: "Hey we are here!" this will give them little update to map and they will know where rachni supply lines are cut and where they would get a help.
Third: At this moment our independenc is of little matter for council. We all are facing a galactic level extinction threat!
Fourth: We should get all Commbouys actions. It won't hurt.

The Council abandoned Virmire to certain death when their fleets retreated to protect the core worlds. This might've been forgiven if they had done everything in their power to defeat the Rachni or if the Rachni weren't going to exterminate all life on Virmire but this is not the case. The Council failed the most important duty a government has to its citizens and have thus forfeited their right to rule. Denying the people of Virmire their right to independence from a government that has failed them so completely is quite simply wrong.

Look. The Citadel are not our enemy.
People keep forgetting this. They are family for a lot of our citizens; they didn't abandon us because they wanted to, they didn't have the military capacity to defend us at the time.

Virmire was the crown jewel of the Citadel Powers colonization efforts; a joint effort by almost every nation represented on the Citadel.
Most of the Asari and Volus have living blood relations there. Our native corporations have mother corporations in Citadel space.
They aren't going to treat us worse than they treated the krogan, and they literally took the Krogan from scrub tier to interstellar power.

This relies on us not being assholes of course.
And I see a lot of.....unwise voting for a nation that requires external intervention to survive the Rachni.

1 of each so we can say we tried, if no one responded then we can soften the blowback of the independence declaration.

I think the independence declaration is super-premature. At a bare minimum, we should (1) get a referendum, and (2) have a heartfelt conversation about the grand strategic situation.

Pursuant to this, we need to update the maps. For all we know, the rachni have accomplished some really galaxy-shaking feat like wiping out the batarians. Conversely, for all we know the Citadel may already have the rachni on the run in space combat. Our current maps are something like 30-40 YEARS out of date, remember?

The "isolationist" approach here would be to vote for independence and the double recon pulse. I think this is a bad idea, because it puts us in a position of firmly committing to a foreign policy when we don't even know who is still alive out there and where they are.

@PoptartProdigy , by the way, if "Update the Maps" wins, could you leave the old map in place and add a new one alongside it somehow? Being able to compare would help.

Because people need to be reminded:
This is a time of chaos, war, and death, and all that you know may be swept away in the coming years. But this is a time of history and legend, and what happens during the next few years will determine the shape of the galaxy for centuries to come.
ADVANTAGES: Low Council Attention, few established trends impeding you, bonus to neighbor relations due to the outside threat, longest time until the Reapers arrive.
DISADVANTAGES: High Hegemony Attention, few established trends to protect you, Rachni are hostile and will turn attention to you if you are too successful.
But your people are united. Despite the criminal incompetence of the previous administration, the people have come together in support of survival and their determination to stand alone, against the Rachni threat and the Citadel who abandoned you. These may be the final years of the colony on Virmire, but if it is the end, you will make it such an end as to inspire awe in the hearts of those who learn of it. Sadly, you suspect that nobody ever will, and that thousands of years from now your home will be devoid of sapient life, meriting only a few lines in description of a promising colonization prospect. But if that is your end, you'll go to it fighting tooth and claw.
ADVANTAGES: Garden world with massive population, prime exporter if trade partners can be contacted, united populace, strong and established military, developed ground and orbital infrastructure.
DISADVANTAGES: Completely under siege, unexplored local cluster, unknown Relay connections, must effect a breakout and get reinforcements soon or face annihilation and a Bad End.
Keeping the Citadel onside is a MAJOR policy aim of our administration, now and in the future.
Do not let your balls rule your head.

We're not going to tell the Citadel that we've declared our independence. Firstly, because it would decrease the chance of us receiving the support we need. Secondly, because it'd be a waste of time that we need to spend on outlining the military situation and possible strategies to defeat the Rachni.

Maybe you should think with your head as well before accusing other players of being foolhardy morons.

First of all, calm down. Second, no matter what happens we will hold the Citadel at arm's length. They abandoned us with zero warning and didn't even have the courtesy of MacArthur pulling out of the Philippines promising to return in force. They just upped stakes and abandoned their positions leaving a poorly trained and ill-equipped Home Guard to fight against a tier-one freight train.

We may be declaring independence, but we are not packing a declaration of war with it. We can still be allies, but the trust between us will be fragile at best. If we say we are part of the Citadel they will treat us a such. We will be the bulwark against the Rachni, but they will make demands on us saying we are beholden to them. If we approach them as an equal, independent nation that will not bend to their whims and not be discarded casually again they will treat us as such.

The Citadel may be where Virmire's population is from, but when it counted they abandoned them. There is bitterness over that betrayal of trust. That bitterness will likely ruin any chance to smoothly reintegrate with the Citadel.
