That plague WAS a pandemic until our science advisor developed a cure, it seems.

It's under control. Doesn't mean that there's a cure, just that it's not spreading.

And the fact that a plague managed to break out - named after the Rachni, no less (not sure if that's a misnomer or not) - in a space setting like Mass Effect is cause for concern.

Plus:
"Madame Minister. I have compiled a report for you on what remains of the Rachni Plague. Currently, fewer than 4% of the population exhibit symptoms, and a mere 0.00000032% are expected to encounter lethal complications.
That's 4% of a population of 5,000,000,000.

Which means 200,000,000 people were infected. Possibly across multiple races.

That is definite cause for concern.
 
Also, bear in mind for your probability calculations that by default you don't add your PC's stat to actions. You need to take Personal Attention to do that.
Hm. Either it was not clarified in mechanic description, or was not stressed enough.

I dropped Up To Code because it has too high failure probability without personal attention for its cost, and this turn attention is fixed on the off-world mining. First and foremost we need to pump our economy and military, everything else is secondary. Even with sub-par ships we can win if we have advantage in numbers, and with good economy it is achievable.

There are some. It was hell to convince the Union that they should send any, but enough were sent to allow a native breeding population.

That's one of the theories, but it's also possible that they just had a very nasty disease which a marine caught during a boarding action and then passed on. Nobody's really sure.

Not outdated. Just stretched very, very thin. Imagine: in one hundred years, this planet has gone from population: 0, to population: 5 billion. Medical infrastructure gets stretched under our current rates of population growth IRL. Imagine dealing with that tide of people.

Do our science advisor have the cure from "Learning" backstory? Otherwise I don't understand how did we get this pandemic under control, 20% infected is ruinous for a nation even if the disease in question is common cold and I think that something named "Rachni Plague" is much deadlier.

Just for the Hell of it. Definitely need to focus on Medical & Domestic Affairs, between the Rapid Expansion + Rampant Corruption it sounds as if just about all of our affairs are a mess.

As much as I'd like to do both the expansion and clearing out corruption this turn, we just literally cannot afford it. The hopeful infusion from the Mining should help.
Honestly I'd be tempted to say we should do the Railway infrastructure next turn, but if we're comfortable with our credit income then Cleaning House would be valid.

Off-world Mining has a 90% chance without us, so I think we'd be better off putting our Personal Action into Medical Information, to bring the chance from 79% to 96%.

Failure of offworld mining would be devastating. It is 50 k creds, and this is a large number. At the same time medical represents only 10k cred loss. I'm OK with suboptimal average income if it gives us insurance from a very bad thing.

Sure, this plan is expensive and includes a number of options which don't have a nice 90% success chance, but they are critical issues that need to be addressed. I suppose Taking Stock + Domestic Affairs could be put off until after Ministry Reorganization is finished -- in that case Off-World Mining + The Sentry Network should replace those two choices. But Ministry Reorganization is critical to increase success chances for all future projects.

EDIT: The reason for Expanding Production instead of Emergency Refits is because I think "Navy take significantly heavier loses for the duration" will be bad for both morale, population, and future production.

EDIT 2: It's been pointed out that this version leaves us with 25K if everything succeeds. And considering how much the options seem to cost, this would leave us with probably only enough money for a couple of things. So I've modified the v2 to take the Off-World Mining + Sentry Network choices to get some money flowing.
