Mules increase for our logistics, personal shields since it's AP free and useful, 40k moon base just to keep the joke with the Asgard running, Quarantine for obvious reasons and the Orbital module to finish that off.
German Minds on N Alloy with the plus 15 should get us over that dc easily. Heavy Patrols on martial due to the security leak and we need more gate breaker teams then we currently have.
For the intrigue I'm going Sam's War to help him weed out our enemies and keep us safe. Vet is a just in case with the security leak.
The learning choices are N Alloy for better hulls, Hard Light studies for the dc and core tap for energy without reliance on N. I think it's the ancient geothermal specs.
I like most of your plan and understand your reasons but I have a couple of things I disagree with;

Symbiote Dissection - I'd like to get this done this turn in order to learn more about the snake heads before we run into them and it could lead to more medical opportunities.
Sam's War - I'd like to put this off for a turn since I'd like to investigate the new civilians that the SGC just hired.

This is my biggest push back as well, the 40k jokes are all well and good but make very little sense in terms of wastefulness vs utility and livability for a moon base crew.

I definitely want to lean the design of the moon base with a more Star Trek feel. This is the first public off world base so we need to put some thought into the aesthetics while still remaining functional.
For example we want to get a cleaner look than current space station, just search for an interior picture of the ISS, it looks so messy and I get nervous just looking at all the wires and scientific instruments lining the wall.
It looks kinda futuristic, is premisses off making a concrete out of local materials and designed to hold 144 people per pod cluster and was designed by a guy named Xavier de Kestelier, which sounds like he could be a figure from our game.
I'd prefer this over Start Trek, personally. IDK, I just don't like the aesthetic of Federation ships. Especially since, like, we are a military organization, and Starfleet is a military desperately trying to pretend that it isn't. Also, it just seems kinda...tacky?
