I disagree about the whole trying to build more "Easily Weaponised Hextech" but since Jinx and Jayce have been focused on big structural projects it seems logical that he wants to expand on the side of portable Hextech devices, especially now that the stabilized Hexgems have been standard for years...Jayce probably getting the lions share of credit for Hexgates, Jinx completing two personal projects with life improving quality. Zaun's ports are mostly piltover or chem baron owned. There not doing much to line the pockets of the common Zaunite, and they can still serve as warehouses for goods. And? If we don't shrink the chembarons hold then those same people are probably gonna be trading for shimmer or dead by war later.
