Any sort of emergency nose-to-the-grindstone tech work by Jinx is probably going to be prompted by extreme circumstances. Just consider what could happen that might prompt Jinx to drop everything and start frantically pulling all-nighters to get a Magic Regulator done ASAP.
Yeah this is the entire nightmare scenario I want to avoid. If we're doing Mage reform, we should give it focus, particularly since results might make people start paying more attention to Jinx and the people around her. That means regulators are priority.
Where is the option to study shimmer?
Civilian Tech, Ironically, which is where I'm getting the Rehab and symptom treatment from.

Pretty Ironic since the possibility of Romancing Lux is the one with the highest likelihood of us being able to Pursue in regular Arks.

I'm considering what might prompt that for Shimmer, and I think I prefer the narrative of Jinx diving into it after the Vi reveal instead of it being a normal research project.

Except she'll likely no longer be an academy student and won't be able to take the Organic Chemistry class she needs to understand it. shimmer research is not a thing Jinx can Jump into, it's something she needs to build towards by learning fundamental organic chemistry and possibly anatomy.

I really like this plan. Both because it has a visit to Silvermere, but also seems to synergize well.

Too bad we couldn't make another weapon that could be mistaken for just another tool.
We might be able to actually. The nail gun rifle. Bit harder to explain why she brings that everywhere with her, but it's at least something the council can pretend is just a tool.

That said, Jinx openly Carrying weapons and pretending there tools can't last forever. What's important is that there not Hextech weapons besides the zapper she absolutely does use as a tool.

That and getting mages legalized and regulated, plus sabotaging Silco by undercutting him with Cheaper, home grown food and shimmer addict medicine. Please give my plans a look over. I spent a lot of the last ten hours working my way to them and it has several synergy arrays and works towards undermining Silco and helping mages very effectively. This is our last time skip in all likeliness.

Honestly, if we manage to pass the Mage Law Reform, there seems to be little reason for pulling all-nighters to create the Magic Regulator. I mean it would be extremely useful for several of our friends who are mages (and for Mel once she unlocks her powers), but if they are allowed to live in Piltover-Zaun without fear of being exiled or imprisioned, it becomes a "nice to have" thing, not an "absolutely essential my-life-depends-on-it" thing.

I can see plenty of scenarios where we need to put All Nigters in Weapons Development projects though, either because of Silco or because of Ambessa...

Although @Chengar Qordath, just to be clear, if we pick -[] Mage Law Reform, we are guaranteed that the law would pass without much of a problem, we don't need to pick the Magic Flow Regulator thingy to keep the council relatively happy, no? It would still be good enough for them and mages would be allowed to live in Priltover without getting exiled or imprisoned, no?...
The primary purpose in going to Damacia is feeling out the Jinx/Lux relationship, which can guaranteed happen in regular Arcs.

Well then, I will go for the Philanthropist Extraordinaire version with yours as approval vote, I still think that (despite its obvious synergy) if we pick the Mage Reform, then the Magic Regulator becomes much less essential, so cleaning Zaun's Air significantly rises in priority for me...

A reform law gets passed either way, but plenty of people have pointed out the synergy between making mages safer and convincing the Council to loosen up the laws restricting them. If mages are seen as safer, the Council will be willing to give them more rights and freedom than they would otherwise.
