Earth seems extremely useful in battlefield control, especially with a Water user. That doesn't combo extraordinarily well with swordsmanship as a third, but "tie them down so they can get stabbed/blasted" is a reasonable combo at low levels, or even "separate them with walls so they can get stabbed individually".
Hm, actually, with his particular fighting style (stay in place, keep them in melee) it works pretty well.

A smattering of questions @Shrooms :
  • Does using a Melee Block with Forest Python style trigger melee-on-hit effects? (like the lava deer)
  • How valuable are explosive seals? Should we be disinclined to use them without strict need to do so?
  • Do we know out of character that none of our PCs have bloodlines, or is it the kind of thing where they might have bloodlines that aren't obvious?

Ordinarily, yes, if something tries to bypass your Melee block this would be considered a melee interaction, but from what you know of the Lava Deer, the problem is that only their touch will burn, swords should be OK.

Roughly the price of a C-Rank. Genin don't tend to buy them much since they are putting their money towards living expenses and other equipment. If they do have a tag, expending it to complete a C Rank only has them break even.

But at the same time, better to use it and live than keep it and die.

Do we know out of character that none of our PCs have bloodlines, or is it the kind of thing where they might have bloodlines that aren't obvious?
No current plans at the moment for them to have any minor inherited traits. Maybe that could change later if it felt narratively built up to but I would not count on it.

That said, there's more ways to gain fantastical powers than just a bloodline gimmick...

1 tails is possessed by Sand. Suna Hisoka.
2 tails is possessed by Cloud, but you don't know who the new host is. The last one died during WW1 fighting Mist, or so you're told.
3 tails is possessed by Mist, Karatachi Shizumi.
4 and 5 tails are possessed by Rock. Roshi and Han respectively.
6 tails is possessed by Mist, but you don't know who the new host is. The last one died during WW1 fighting Cloud, or so you're told.
7 tails is possessed by Waterfall, but the last host hasn't been seen in a while so you're not sure who the host is. The last known host was named Maki. They might still be the host for all you know.
8 tails is possessed by Cloud. Their names tend to change based on their place in the Hierarchy of their society, but as far as you've heard the jinchuuriki is named B.
9 tails is possessed by Leaf. The current host is Mito (as far as the characters know.)

Any known Summoners or lost Scrolls?
Leaf is known to have Monkey (Hiruzen), Dog (Hatake Sakumo), Crow (Uchiha Fugaku), and Deer (Nara Clan. Last owner died in WW1, but it is believed they retrieved the Scroll.) They may have more. It's rumored that they have Snake, Toad, and Slug :^)

Mist is known to have the Shark Scroll (Hoshigaki Senji.) They are rumored to have the Porcupine Scroll, maybe more.

Sand is known to have the Hyena Scroll (Hoki Ayako.) They almost certainly have the Scorpion Scroll but the owner is unknown. They may have others.

Rock is known to have the Kangaroo Scroll (Jakushu). Unclear if they have more.

Cloud has the Kraken Scroll (K) and the Butterfly Scroll (Nami), but are not believed to have others.

Rain has the Salamanders (glorious leader hanzou the Salamander, naturally.)

River (Hidden Valley) is thought to have the Rhino Scroll, and allegedly Hidden Hot Springs has the Catfish Scroll but that may have been a joke. You know there are Summoners in the Eastern Continent, but you know pretty much nothing about them.

You know Rock's Hawk Summoner was ambushed by another summoner with flying summons (Goose? Crow? Eagles?) somewhere over Gaikotsu Bay but no one has ever been able to find the Scroll. Elephant, formerly of Hidden Grass, was lost somewhere in the East. You've heard other names of lost Scrolls like the Ants, Lizards, Vultures, Cats, etc. but it's hard to know if they're real Clans or not, and if the Scroll really is unclaimed.

No other essies, 2 other EJonin.
- Okura Yudachi, whose Clan specializes in hiding weapons and traps in mundane objects, most famously umbrellas. This expertise is reminiscent of the Puppet users of Sand. Even outside of disguise, they will often use these weapons in combat, as silly as it looks sometimes. Yudachi is highly proficient with weapons and traps of all varieties. He is a known sealmaster as well.
- Asai Minori. Her clan are experts in genjutsu amplified by subtle poisonous fumes they produce. She is a master of offensive genjutsu and is a highly skilled ninjutsu user in addition, specifically in Earth and Wind Release.

What are the major clans in Rain? The minors?
I'll just list the Majors for now. Maybe I'll pad out the minors later lol

In addition to the two above, there is the Dewa, who have the bloodline ability to chaotically force their chakra into other things, like a supercharged, highly unstable infusion. This can damage other people's chakra systems, cause rocks to shatter apart, and other effects. They tend to specialize in Taijutsu due to their lethal touch capabilities.

There's also the Naegi who have a bloodline ability allowing them to shift their biomass around, as if liquid. It's not quite as potent as the Akimichi's size changing, it's more like how an octopus can squeeze through gaps, but they still have a few tricks they can do with it.

How many sealmasters/THers/mednin are there
TH is fairly common among ninjutsu specs. If ninjutsu specs are roughly 25% of all ninja, virtually all jonin ninjutsu specs will know at least a little TH, and maybe some other jonin. The more elite chuunin ninjutsu specs will also pick it up.

In major villages, Genin level medics, maybe 70 or 80 a village, chuunin maybe 20. Jonin level, maybe one or two per village. It's not very popular culturally to invest in since honor is earned on the front lines and whatnot but it's useful enough to be encouraged by the Tower. (Sadly no Tsunade to force more people to be medics)

Sealmastery is even less common due to fear of the art, maybe 50 per major village with one jonin level sealmaster.

How common is the Paper Element? Is it common outside of Rain?
At a given time Rain tends to have 30ish Masters and 30ish Apprentices. You don't know of anyone possessing it outside of Rain, but you aren't actually sure the tradition started in Rain either.

What are the population centers of Rain and their rough populations?
- Amegakure is the Hidden Village of Rain and has roughly 30,000 people living in it (most are not ninja.)
- the Land of Rain is believed to have a population of 400,000 (likely not very accurate.)
- It is divided into 4 provinces, the highlands (NE hills), the lowlands (SE grass/forest), the floodplains (SW), and the marshes (NW)
- Mahotsukai (Capital in the lowlands) and Hotarubara (floodplains) are the two most populous cities at around 80,000 people each.

How many ninja does Rain have? Same as most minors?
Genin aren't privvy to this but yes Rain likely has roughly the same number as most minors. Notably they were devastated in the first war as the other major powers used Rain as a battleground. But hanzou has also been pretty aggressive about recruiting and training new soldiers.

Rain's founding myth?
The Sage of Six Paths slew his longtime foe, the 10 tails, and divided its energy apart so that it could never threaten the lands again. He permanently removed the bridges between the 6 different paths to prevent a new monstrosity from forming in the same way. When his war with his old foe finally concluded, he distributed his tools amongst his followers to cultivate the lands. The Land of Rain was carved from clay by the Rainmaker, who wielded the Rainfell Blades as a gift from the Sage. When their job was complete, the Rainmaker became the rain itself, to watch over and protect his home.

See previous post. You know a little more about a few other jonin your sensei has trained with, like the Graceful Blossom (stealth and assassination expert), Wrathful Flame (ninjutsu spec), and the Whispering Death (genjutsu and poison expert.)

You only need to learn from someone with the stunt. Indeed, there's usually at least a few backups in the village ready to sign at a moment's notice, especially if there isn't a clear or expected heir.

Civilians are treated as means to an end generally. Clan Civilians are treated with some dignity if only to avoid insulting the honor of their associated ninja, but clanless civilians are not respected much, and clanless civilians with no known family name might as well be dirt.

How easy is it to get ninjutsu training for our PCs (like, for example, if we wanted to learn an element that our chunnin-sensei doesn't have)?
You will need a teacher who knows the jutsu or a sufficiently detailed ninjutsu scroll. Generally, improving in a ninjutsu will mean taking notes on it, so ninja occasionally have these details on their person, but they tend to avoid carrying them if possible especially for their ace. Technique Hackers may have better notes sufficient to learn from if they are working on a project and combining features of other jutsu.

Kenzou has sandy brown hair and green eyes, maybe long for a guy but not quite shoulder length. He is lithe and average height.

Shion has short black hair and dark eyes. She's somewhat short, athletic, and stocky.

Momoka has long red-orange hair, blue eyes, and is tall and thin (almost concerningly so.)

Jun has dark but graying hair and dark eyes. He is huge, both tall and wide, and intimidatingly muscular.

Are they clanless ninja or from a clan?
Clanless

If they're clanless, do any of them have ninja relatives?
Momoka's parents were both ninja (and are both deceased)

Is that why you're still a chūnin, sensei? Because you spend your training time for us, instead of yourself? Kenzō couldn't ask it, but he suspected he already knew the answer. Kobayashi-sensei often joked with them about who would get their promotion first - him to jōninhood, or them to chūninhood. Through the occasional glimpse in conversation, he got the feeling his teacher wanted that promotion even more than Kenzō did. And yet - he held them all back, even himself. Why?

His teacher nodded to him and turned to find Shion. The crunching of gravel stopped for a moment as he looked over his shoulder. "It may be hard to believe, Kenzō, but your teammates look up to you, in their own way. Be worthy of that."

Kenzō swallowed hard as the footsteps faded into the distance, leaving only the sound of rushing water and light rainfall.

He did say that his teammate died because he hadn't leveled Surging Seas enough. My guess is that he's just building out pyramid supports and diversifying his build. His character sheet's pyramid probably more closely resembles a cube than a pyramid :V
 
Assuming we're going off of MfD XP generalities:
  • Graduates at 18 with 1.5k experience (Stormfall special)
  • Assume 54 (approx. "mid 50s," leaning on the lower side)
  • Was able to reach combat-spec chunnin pretty quickly, as per his story, but combat spec mono-focus means it's pretty easy to raise stats quickly. Let's assume avg rate of 3xp/day
  • Assume an average stagnancy of 0.75. Dude's on the older side, so he's lived through some stuff.
  • ((54years-18years)*(3xp/day*364 days))*0.75)+1,500 graduation amount = ~31k experience, assuming stagnancy rules hit right after graduation.
That's a lot of XP, even if we assume an average of 0.5 stagnancy, that's still just over 21k, which is no small amount.
