That's still a precarious position. In-character we do not know if Zuko rewards loyalty or results, or if he tends to keep faith himself. So without a party of supporters with his ear, we could be one change of mind or lost Agni Kai from dismissal.
Note the part about serve him well. This is a percarious time, one with great peril for both the Fire Lord and the Nation. The Chancellor who can steer the wheel of state well through the next few months, will have the gratitude of the Monarch and the admiration of new people, people we can let into government to serve our ends. We need the most competent for this role, (In my humble opinion, A diplomat well used to talking with the enemies who we have been waging a war to the knife with for the last century) and someone who can use the power of the monarchy effectively to implement a new agenda.
Excellent question! It was initially intended to break the power of guilds to allow for the emergence of new industries and innovations. Under the reign of Azulon, it was extended to include trade unions and other such organizations.
Ah gotcaha, also got me thinking: unlike the actual industrial revolution, the Fire Nation Industrialization was a primarily government backed endeavor, in the name of National surrvival and conquest. That gives us far more of a stake in the programs. Trade Unions aren't a bad idea by any means, but to be clear, they very much likely will be demanding things of us, not private business owners.

Ultimately, I feel that these two synergize more than Bending reform and debutante, which is the leading combination.

So shall Minister Qin move to become Minister of Education and Science or Minister of Industry and Development, both are the kind of thing he might be good at, as he was previously Minister of Wartime Technology a department that Zuko might close down.

And even with all this crap, we still are by far, the nation in the best shape economically and Geo Politically.

So shall Minister Qin move to become Minister of Education and Science or Minister of Industry and Development, both are the kind of thing he might be good at, as he was previously Minister of Wartime Technology.

Given his statements here, I at least wouldn't object to him ending up as Education Minister. Though I don't know how much power or leverage that would give him to support our policies, at bare minimum he won't be doing anything worse than what Ozai's regime did there.
