It's not a victory condition by itself, necessarily. PDX games brain talking, it's the kind of thing you build 'in endgame' I.E the latter third of a playthrough, but it's still useful for the game left to come.

That's what lenient is for, yes. Give them bare basic luxuries, 'qualified housing', socially higher tiers so people can have something to strive for despite them all ultimately being just pawns we utilize and trick into thinking they're earning a place of importance.
While Moderate removes those tricks of thinking they have any freedom in favor of pure oppression. Only those directly working are given any thought. Malus to output from it because workers without anything to strive for besides not being punished aren't really motivated.
And Harsh removes even the most basic premise they're anything but parts of the machine and used as such.

Looks like we're going with lenient, so we'll be playing that our pops have something of a civilization, and probably will be best served to do things to reward collaborators like giving them adequate homes and whatnot.
But it will mean that rebellion is far less likely, especially in the short term and that's what's important.
We definitely will want to get Civil Protection up and running after the engineering infrastructure regardless, we don't want our troops being responsible for all the patrolling and whatnot. We'll see if we start on it before or after dealing with the housing problem as it comes.
To-do list:
-*Important* Get pops working in engineering for us to make outside citadel buildings and work on our mercs' ship
-'Pay' our mercs with repairs and maintenance
-Set up defenses against our mercs so they don't get funny ideas
-Finish crushing the Hutt Forces
-Let the armed locals in Kos-Resh know we're in charge now and to not fight us as we do things
-Set up production of resources
-Set up conversion facilities for more troops
-See about scouting local talent for useful people
-Set up civil protection to keep locals in line best by turning them against themselves
-Set up housing to deal with the overpopulation
-Start prep for a war footing against the Hutts with recruiting with advertising better lives for them and their families
-Crack into Hyperdrive tech
-Set up bread and circuses to keep the population in line
-Eventually herd everyone into one city to keep them in line better, unless it serves us to convert other areas into their own specializations

I just realized one advantage our weapons (specifically our MGs) will have
RATE OF FIRE
Most star wars blasters are semi auto or slow firing if I remember correctly
Rotary blasters are some of the fastest and even then they are still quite slow
But we have machine guns (the ones on our vehicles for example) that seem to fire at mg42/mg3 level speeds
And even our regular pulse rifles fire at quite a fast pace

Y'know something I just thought about? It's going to be one hell of a contrast for the citizens of Nar Kaaga to go from a crime-infested den where the credit is king to Combine-controlled dictated routines.

Perhaps we'll do the same thing to droids as what we did with the hunter chopper

Basically the entire galaxy throwing themselves at us to try and destroy what were using to call the overworld
The force will SCREAM at every single force sensitive lifeform in the galaxy that we must be stopped or the galaxy is doomed

But in all seriousness, considering that we were originally Adjunct 3-A and that the beginning describes our transport as being the fault of the 'minor' insurrection in City 17, then I find it funny that Gordon would canonically go to save his world only to doom another galaxy.
I also want to keep this sentence in mind from one of the earlier posts:
"No Combine presence was expected to be this far out for at least another century, if not more."
I like to think that even if we lose here, the Combine are going to find this galaxy again eventually.

Us appearing would definitely cause the CIS to make more of these
This is something that always bothered me in the main game. Even if the Super Portal to Earth was closed, the Combine never went anywhere.
Imagine you've lived through the events of Half-Life and Half-Life 2: you've seen all sorts of horrible aliens, lived in the Heartbreaking Dystopia for 20 years, and witnessed the determination and fear during the Rebellion and the loss of many close people.
And then finally from the White Forest comes a message from Eli Vance: <The Portal is closed. The Combine will have to search for the Earth again. We've got a lot of work ahead of us, but we can breathe a sigh of relief now.
But the threat hasn't gone away. Even if the rebels find Borealis faster, even if the humans adapt the Combine's technology so they could go to the stars, they can never be completely hopeful about tomorrow.
Somewhere out there in the infinite multiverse, a Void is expanding, consuming everything it reaches. And though humans have been able to be freed from it for a while, in a hundred, a thousand, or even a million years, the Combine will, one way or another, find Earth's universe.
