If Chaos were something that could be stomped with brute strength the Imperium would not be in the state it is in, it is nothing if not good at stomping.
Just because Chaos is a constant threat does not means it important in the grand strategic level at all. The Orks are much more of constant and continual threat. But even both combined, are nothing to internal conflicts.

The biggest problems the IOM face is it lack of fast FTL communication. That lets corruption in and I am talking old fashioned skimming of the top to decorate your house corruption, delays military response, etc. The layered systems the IOM use of escalating response serves ok, but really we should change the IOM up into about 40-50 Segmentums to further decentralize power, and reduce the overal communication lag.

The problem with Cadia, is that the only reason why Abbadon won, was because he used the last of his fleet to slam his blackstone fortress into Cadia as the ultimate hissyfit after realising he'd lost the Crusade. Anything else he says is a fabrication he made, to cover for the fact that this was his last 'fuck you' card.

Leaving things as is, should mean that this scenario is pretty much set in stone, unless we fuck with it.

To ultimately mess with his plan without him just destroying cadia immediately, is to fuck with the chaos gods directly - they are empowering and enhancing his forces.

If we can fast track the birth of Ynnead, and safeguard it from the morons in deathwatch - this will (at least momentarily) shatter Slaanesh's strength, leaving he/her/it immediately vulnerable to their siblings, who will immediately attempt to capitalise on the 'upstarts' weakness.

With that potential disruption we could potentially manifest our will directly on the BSF, or unleash a miniature warpstorm above cadia destroying Abbadons fleet.

What even is the point of spending 4 points on observe? The main plan doesn't give a reason, and the people voting for it just seem to be doing it out of spite for…not trying cooperation?

For determine the exact period we are in, and by knowing the life stage of these specific idividual, we can determine it accurately

For now, we only knows we are in M41.9something. And this is an especially eventful 100 years. We can range from the Siege of Vraks to the Badab War to the 13th Black Crusade opening and Typhus already wrecks most of Agripinaa system with plagues

And also on a personal level. Aiding Eldrad is very dubious to me, particularly since we're spending a majority of our effort on the first turn of this quest on it. We have no idea how much we can help Eldrad and if we'd be able to actually convey that assistance to the Eldar. And we don't know how much Eldrad would be able to help us, and there's nothing in canon to suggest he can do anything to really aid restoring the emperor.
 
Honestly, our best bet is the tau. Yea they're naive as fuck, but they're at least open to reason and won't try and backstab us….yet.

Also, in my personal opinion, I'd recommend we keep a close eye on Octarius, yea it won't be a problem down the line. But we need to keep our eyes out for major important events, provided the butterflies aren't already taking flight by then.

I like these plans.
If it turns out that Yarrick is dead (although I don't know when that happens if it's true) and assuming he was killed by Angron/Khorne, would it be worth it to point Ghazghkull at Chaos later on?

Personally. We need to prevent the Baddab war from happening. The sooner was curtail the Maelstrom, the better. Plus having all those loyalist astartes around is a huge bonus.

Also, I'd like to point out that we really need to get some reforms going if we want the imperium to have a higher success rate.

We need Girlyman to do those, trying to do Political Reforms as we are is... well its fraught
