With Demobilization and Labour basically guaranteed freebies, reorganizing the party and laying the foundations for a modern education system become paramount. The party reforms are necessary to maintain control of the government. Education requires multiple turns to really pay off, so doing it now is important. It also allows us to possibly set the tone for what's taught.
 
The KMT does need to be revisited at some point but I don't think this turn is the one to do it in. Perhaps next turn we can pursue [KMT] paired with [NRA] as those issues are rather inextricably linked. But right now I think its more important to focus on improving the lives of our people before our internal legitimacy slides even further and to stop the conflict with the Fengtian so we're no longer bleeding our resources there and can use them on our reforms instead.

Land Reform would be only for slowing it down, which I assume most people other than the Republicans don't actually want to do.

While fair, I don't think our bureaucracy can actually handle that on top of the education and labor reforms we're also pursuing. Border skirmishes are also a pretty large drain on our resources when its being borne entirely by our most industrialized and one of our most populous provinces. Zhili/Hebei is where the vast majority of our economy is right now and it is being horribly strained by the conflict.
 
I suppose I'll take the latest proposed combinations and format them all into a plan for the strawpoll. I see a lot of the proposals don't have the maximum five issues and lack some of the ones that would be free to take, which I'm not sure on if its a deliberate choice or not. Message me with a correction if my listed plan here isn't what you actually want. As a reminder, [Demobilization], [Labor] and [Fengtian] are all free choices. [Demobilization] is guaranteed to go through, with the declared voting intentions giving unanimity. [Labor] has 474 votes, 77 excess for a supermajority. [Fengtian] has 424 votes, 27 excess for a supermajority. [Chinese Diplomacy] has 380 votes, 17 shy of a supermajority. Everything else has 330 votes, 67 shy of a supermajority.

Was Fengtian a free action? I can't remember if it was or was close to being one, but still required an action slot. If it is another freebie then I'm fine slotting it into my proposal, if that's allowed.
