If the German states are all fighting France then probably Prussia. If it's only the North German Confederation then possibly still Prussia (given the caliber of some of the French Generals) but the war may drag on longer and bloodier than otl. Either way the clear victor is Italy who manages to neatly yoink the Papel State without any issues.

The plan here is to help Laborers as much as possible, and to throw business at bone as compensation for nationalization of the railroad, while increasing our control over reconstruction. This plan is pretty similar to Cooperative Balancing, but switch immigration for nationalization of railroads.

Think HanEmpire makes some great points about the Barons. We want there to be no room for Confederate Apologia to grow again, and it can snip Railway Barons in the bud before they can actually mature. I think also strengthening ties with Latin America would be greatly beneficial for both Parties, so long as they are Equal Terms.

Butterflying away the Second Reform Act is massive. For reference, the OTL estimate for people involved in the Hyde Park Riots was in the hundreds of thousands. A gargantuan level of dissent is backing up the Reform League and if Britain actually stays the course of suppressing it, they're gonna be hobbled by unrest for a very long time. And if not, well, they'll encourage them by backing down! I think the UK just seriously wounded itself.

I think we can survive nationalizing railroads by giving the companies greenbacks, let our politicians in on the deal too even, create that classic late nineteenth century corrupt politician that inspired calls for civil service reform
