GUN Quest - Only YOU can protect the UF (Sonic the Hedgehog Planquest)

That plus 3 to mandate dice is so goddamn tempting. However, only being able to use a single dice to upgrade prison island stuff is going to hurt us I feel.

I'll go with the moderate increase.

[X] A Moderate increase in resources is all that is needed to manage the threat.

[X] Request a Substantial increase in Resources. In exchange, all additional resources will be focused on resolving the two remaining crises rather than expanding the Prison Island Complex.
Mandate Die: 3 (+2)
Mandate: Resolve the Current Crises related to the Ghost Signal and Eggman Empire, while fulfilling existing duties. (Mandate Die can only be used on projects related to the Ghost Signal and Eggman Empire.)

Given one of our subordinates is opposed with shadow ans our own general inclinations.

The hero missions of SA2 is going to be entirely the good guys fighting badnicks because all of the machines that would be going after the hero's are going to be in the dark campaign aren't they?

Isn't it funny that despite Badniks actually being in SA2, they really only appear in Hard Mode and 2 of the pyramid levels? Or that only Tails and Amy can tell the difference between Sonic and Shadow (but close up only, lets not get crazy).

I'll fully admit that the Massive increase option is very tempting solely for the reason of the increased ability to slap the shit out of Eggman, even at the cost of our flexibility.

Because seriously, fuck that guy.

Much as I wish to just go ham on Eggman, we currently have an underwhelming base defense right now. We don't need a horde of badniks pulling an "all your base are belong to us" right now, and that means upgrading defenses.

Giving up flexibility isn't a great ideal I feel. Do want to go beyond what Prison Island originally had. At least make it more difficult for Eggman when he attacks even if he'll likely manage to somehow get through the defences.

Yep.

Theirs also the implication that GUN was flat out besieging Eggmans pyramid base given they ctonrol the outside of it, shame the hero's also had to fight through that same blockade to get in.

Hopefully at some point we'll be able to get more mandate dice without having to forsake any of our necessary projects.

Out of curiosity, he is the president. Michael Redway is the president who appeared in Sonic X or the one in sonic adventure 2 and shadow the hedgehog

The president that appears in X is who Redway is based off of (strangely enough, he doesn't actually have a canon name beyond Michael R., so I had to improvise).

The SA2/Shadow the Hedgehog presidents are presumably his successor, perhaps after a major city gets mostly wiped out with apparently no action by the government. (Unlike Chris Thorndyke, who I am ambivalent about, I am willing to take a stance that Michael R is #notmyblockypresident).

Personally, I hope we capture Rogue in a suitably ominous fashion fit for a cliffhanger ending to a tv show episode. Some possible examples of how this could be accomplished would be:
-A single tranquilizer dart to the back of the neck from out of nowhere
-Fast-acting knockout gas coming out of the air vents of a store she's robbing
-A sudden spotlight, a comically high number of laser sights on her, and a bullhorn announcement she's under arrest all at once with no prior warning
-If we're really going for Sonic-style ridiculous engineering, having steel shutters slamming down over the doors and windows of a store she's robbing, before a military helicopter with a giant electromagnet hanging off the bottom of it picks up her new prison cell and flies away with it
Actually, since it's Rogue, we might have the chance to put all of these into effect in sequence, either because she keeps being broken out, breaking out, or we have to let her out for one reason or another. I wonder how Sonic would react to the conversation starter of "So, we found another Mobian, but she's in prison at the moment due to robbing a bunch of jewelry stores. We're willing to remand her into your custody for the time being, provided that we get some assurance that she'll stop stealing stuff, and that the tracking anklet stays on, as we have more than enough problems already and could use the help."

GUN don't know Sonic and his friend wherebouts in earlier episodes. There will probably be a investigation to find him but it's probably a lot hard thanks to his speed making tracking almost a useless effort. The upgrade Tornado also extremely since it's probably way faster tham any aircraft on Earth and also incridible hard to find.

Sonic X does show he tends to explore Earth when he's not chilling in the manor's roof. GUN probably have to track him in multiple contines to finally pin point him in Station Square, the guy responsible for that must have tear his hair from sheer frustation to find him hiding bellow his nose all this time.

GUN current arsenal and doctrine is geared towards conventional warfare, it's going be very painful to update them all to combat Badniks.

Turn 4: October X091
[X] A Moderate increase in resources is all that is needed to manage the threat.
Mandate Die: 2 (+1)
Mandate: Maintain operational readiness and investigate potential threats. (No major restrictions)

GUN was running out of time.

This was the indisputable fact that Redd had to confront about the ever growing intensity of the interference signal. Already its magnitude had grown to the point where almost all precision instruments were affected to at least some extent. While the lowered precision of the equipment would likely partially insulate it from complete failure, innumerable issues are being reported for those who are dependent on those results.

For most of the high-end labs, they had been ordered to disable their equipment until a proper form of protection was developed. While the preliminary results of water protection were promising, most labs realistically would be unable to use the impractically large water barriers. Most are looking to GUN for some solution, as otherwise all other work will remain stopped.

However, GUN's labs were facing similar troubles as their precision equipment was starting to fail, even behind protective Faraday Cages. Even worse, the development teams were reporting similar issues, as their assembly equipment was losing precision gradually as a result of the signal. That Mother Brains appear to be mostly unharmed despite all these issues is seen as a small miracle, though how long this status will last is uncertain, as the signal's intensity still was growing overtime.

If the signal was the only issue that GUN was facing, then it would have been manageable.

More concerning to Redd was the lack of definitive knowledge about the actions of Dr. Robotnik. While he had been mostly quiet the previous month, it was unlikely that he was going to be completely passive, especially if his plans for world domination remained intact. However, the difficulties in tracking even his most basic Badniks meant that his movements, along with his base, were still a mystery.

The lack of intelligence had led to some agents reacting extremely to the highest provocation. When an unregistered red biplane was spotted flying over Station Square, agents began to pursue, assuming that it was a reconnaissance aircraft for the Eggman Empire.

Eventually, it turned out that the biplane was operated by a Fox Mobian, who had made contact with Sonic and was assisting the search for the rest of their group, as they were still missing two members of their group.

Redd's hope was the increase in GUN's resources provided by the civilian government, while small, would be enough to finally get GUN operations to a stable position on these crises.

Planning Phase

Resources:
GUNpower: 16 (+1)
Chaos Drives: 4

Due to the current strength of the interference signal, all research and development projects will receive a -5 modifier to all rolls this month.

Currently, Public Morale is at 70/100
You have 2 Mandate Die.
Your Current Mandate is: Maintain operational readiness and investigate potential threats.

Deployments (5 Deployment Capacity)
Badnik Search and Destroy - With Badniks taking active action against the global order, working to thin their numbers preemptively may be the best option to reduce their numbers before any hypothetical final assault, especially as the observed salvage focus indicates that proper replacements may be difficult to produce. (Opposes ??? Missions)

Station Square Defense - Current Intelligence indicates that Badniks will still periodically attack nearby populations in terror campaigns. While a permanent garrison of drones likely won't be considered acceptable by the general population, having forces on standby to react to one of these attacks should mitigate their damage. (Opposes Terror Missions)
Infrastructure (1 Infrastructure Die)
Prison Island Factory Expansion 1 (M)(10/300) - Prison Islands manufacturing facilities are now complete. However, given the likelihood that GUN robots will be destroyed while combating Dr. Robotnik and his Badnik forces, expanding the production line may become critical in the coming months. (+2 to GUNpower Conversion)(Unlocks further projects in this chain)

Prison Island Hangar Restoration (M)(35/200) - Now that the surface facilities have been confirmed safe to a modern standard, it's time to restore individual facilities to basic functionality. Due to the size of Prison Island, it is believed that it would be difficult to monitor the full extent of the island in case of infiltration. To remedy this, some of the existing plane hangers can be modified to instead serve as a hub for a drone monitoring network on the island. (+2 to Prison Island Defense Rolls)(Unlocks further projects in this chain)

Prison Island Lab Improvement (M)(0/200) - Prison Island's labs were the best in the world when they were first set up fifty years ago. Currently, the facilities have been restored to the standard of a modern research facility. The next step is to assemble some of the more specialist equipment that will assist in some of the more specialist research that cannot be entrusted to the general public. (+3 to Research Score)(Unlocks further projects in this chain)
Operations (3 Operations Die)
Refurbishment Effort: Increase GUNpower (M)(0/50)(On Completion: 4 Chaos Drives)(Requirements reduced by current resources) - At the moment we lack the ability to automatically replace our drone forces due to depreciation of Prison Island Facilities. As a stopgap measure, we can invest the engineering resources of GUN facilities towards refurbishing mothballed drones to increase the size of the fleet. (+4 GUNpower)

Urban Deployment Plans (M)(32/75) - Most of our current deployment plans in and around Station Square were made with the assumption that local defense forces were adequate to respond to local threats. With the durability of Robotnik's Badniks, plans will need to be redrawn to rapidly evacuate civilians and deploy GUN's drone forces to respond to detected threats. (+3 Deployment Capacity)(Unlocks further projects in this chain).

Organize Strike Force (M)(67/150) - Dr. Robotnik deployed a combination of weaker, more easily managed drone forces alongside a more advanced Robot. Given the likely possibility that Robotnik has a large number of these more advanced Robots, a priority organizational goal will be training a strike force to deal with these advanced threats. (Unlock Paladin Team Agent)
Research and Development (4 Research Die)
Investigate Interference Signal (M)(145/200) - While the most minor of the current issues brought to your attention, it also likely will be the most difficult of the three to tackle, given the sensitivity of the equipment required to detect it and the disruption it causes to unshielded equipment, special equipment will need to be manufactured before the signals origin can be investigated. (???)

Modernizing the Fleet - Ground Units (M)(0/75) - Given the limited success observed with the updated Beetle design at combating hostile forces, It is only appropriate to greenlight work on modernization packages for the Hunter and Rhino drone lines, including stronger, more specialized firearms, and propulsion packages that can maintain pace with some of the most evasive Badniks. (+2 to Operations Score)(+2 bonus to Deployment Rolls)

Captured Badnik Examination (M)(0/75) - While the captured example of Badnik was damaged when it entered combat mode in the research facility, it still is the most intact example of Robotnik's hardware. Now that it is unable to move, our researchers are hoping to uncover some of the individual components that make up the drone. (May unlock further projects in the chain).

Badnik Wreckage Examination (M)(0/100) - Initial encounters with the Eggman Empire's Badnik drones have proven that they are resilient to weapons available to civilian forces and non-military field agents. By examining the wrecks that have been recovered from the initial battle, we may be able to develop countermeasures that would allow our non-combat personnel to stand a chance of victory, and give our combat specialists a small advantage. (+5 to Agent Combat Die vs. Badniks)(Reduce Badnik Small Arms Resistance to -10)

Investigate Chao Modifications (M)(0/75) - After exposure to Small Animals, the local Chao are developing strange mutations that are providing some concern to the officers stationed to watch their holding pens. Running a batch of tests to determine what is happening to the Chao may alleviate some of the fears about the dangers of the animals. (May unlock further projects in the chain)
Intelligence (2 Intelligence Die)
Investigate Robbery Reports (M)(161/200) - It has all but been confirmed that another Mobian is the primary culprit behind the jewelry thefts. As the target has moved on to riskier, high security locations while still leaving no trace, a final confrontation will require GUN's full resources to be on standby. (???)

Badnik Movement Tracking (M)(0/75) - Currently Dr. Robotnik's forces appear to be concentrated somewhere in the wilderness around Station Square. Given current intelligence that Dr. Robotnik's primary focus will be the location of the elusive Chaos Emeralds, noting where his forces are may be vital for preventing these items from falling into the wrong hands, as well as locating where Eggman is currently based. (May unlock further projects in this chain)

Search for Lost Mobians (0/100) - While not strictly part of GUN's Mandate, working to locate more of the forces that have experience fighting him may be advantageous for suppressing his raids in the short term, especially if we can leverage our help into favors from our tentative allies. (Will locate a member of Team Sonic. May be leveraged into a one time favor with Sonic).

Investigate Mobian Backgrounds (M)(0/50) - Captain Westwood has brought up the concern that Sonic may instead be a collaborator working with Dr. Eggman to get inside GUN's operations long term. While unlikely, there is enough support for an investigation in the upper echelons that caution should be exercised. Additionally, this report should allow us to get some information about the allies that he has reunited with sofar. (???)

Investigate Robotnik Background (M)(45/50)(COMPLETE THIS TURN) - We are hopefully at the last step before we can get some answers to the rise of Dr. Robotnik to terrorize both the Mobians and the UF. All there is left to do is to trust that technicians can recover some of the corrupted data obtained from the Robotnik Estate. (???)
