Piety advisor + Resource rights gives us access not only to Element Zero but gives not only the equivalent of the psionic research facility but AN EXCUSE to go to the desert where the damn thought Elevator is! A formal treaty with Britannia allows us to give them access to the desert and basically gives Charles his political concessions too. Additionally a treaty means if even one Pirate fires on either a Chinese holding or a Britannian one which is extremely likely given the Children's attempts on India then we can call on a massive combined Chinese and Britannia fleet to bomb the crap out of the pirates…it also kind of forces the bloods to bend the knee as they literally lose their political backing in one stroke. And furthermore combined with taking the husband role to Lihua (Second since it's the one that gives us her favor) it also ensures Japan won't try anything when Kallen goes to visit her family.
We don't need Resource rights to gain access to the Thought Elevator though? Becoming a Minister or directly getting the Land Grant would open up access for us and Charles. The Resource Rights are purely for Monopoly/profit, the Treaty does not give Britannia access to the Desert - that requires the Land Grant or working through the Ministry.

We can gain access to Eezo even without the monopoly because we have the techniques for refining it that China doesn't have, so we can negotiate for a joint venture.

It's worth noting that you've accrued some credit here in all the things you've done for Lihua/China.

IE: Stuff Done - Rewards = SL Start
Starting with rescuing Chinese citizens and Xingke from Pirates unknowing of Xingke's position in a demonstration of good character.

Thwarted New Heaven invasion with no civilian casualties or extensive docks aid.
provided Xingke with sanctuary from Eunuch retaliation.

Raise an army and commit to aiding Lihua in the war, taking Guangzhou with few to no civilian casualties.

flip the Guangzhou naval and land garrisons, and support Xingke's offensive logistically.

capture the Eunuchs and rescue Meihua in the course of preventing intervention in the war by ambitious Japanese political faction.

overall, we could easily have 7-9 SL between all these.
The benefits of a place in her administration would be acting with the authority of the Chinese Empress and the Chinese Federation as a whole, a very large budget (depending on your specialty), and a rather immense allowance to work on personal projects.

The way it would work is that Lihua would communicate priorities for your sector and you would then decide what to focus on. As long as you have a good explanation for skirting her directives, you can get away with a lot.

Do so too much and you may see consequences, though. Specifically having your budget cut, projects audited, or having oversight increased on your staff. You'd have to do pretty badly on that note, though. Unless you start actively bucking her authority, she's not going to pick fights she doesn't need to. She has plenty of fights already.

My main thing is that research is more tech and piety is more talent and technique, typically. I'm also not sure how much of a priority Piety is for Lihua. I know that Stewardship is big, and that the kind of actions we'll be expected to complete will be important to her and likely improve our rep.

Australia is a goal we can accomplish without aid if we just get started on it next turn.

We can gain land to give our knight next turn two simply by buying out the Crowns this turn and moving against a few pirate factions on the eastern coast, easy peasy, no aid needed.

So, here is a plan where we forgo aid in Australia cause we can already handle all but the bigger fish between our fleet, the crowns, and our ninja, who we will be able to handle once we gobble all those smaller pirate groups up.

We take first consort but make it up to Lihua by assisting with war recovery and her Stewardship ambitions, generate jobs for her people with a resource extraction company, and Introduce psionic tech developments to better her peoples Lives. Basically doing everything we can to make the marriage worthwhile for her while still benefiting ourselves.

Going for the first husband is just a more fun option I think, much romantic comedy potential. Going for second husband is a bit too min maxy for my tastes.

Combo of stewardship position and monopolies will give us plenty of money as well as opportunities to possibly steal some of Guinevere's supporters for Euphemia considering Guinevere's base consists of big business.

Plus resources for when we go for our personal kingdom in Australia.

Psionic stuff is secondary but still nice.

You know, I was assuming you would include the "Normal Australian Conquest" in the name. But miscommunications happen, and I can see I wasn't very clear about it myself when re-reading, no need to change the name at this.

...Also, while I think that there is some overlap with the Piety Administrator position and the Thought Elevator access, baking it in during these negotiations wouldn't necessarily be a bad thing. Maybe we could later even spin this to getting resources from the Directorate itself to accelerate in setting psionic research up in China? Yeah, I'm just gonna vote for your version of the plan:

A reminder that the research foundation essentially gives us a third research action.

We can use place in her administration: stewardship to prospect for eezo, win Lihua over by aiding refugees, win Carine to our side by investing in her Canal, and tie CF and HBE together through economic deals.

I don't think just anyone would be looking closely, but maybe certain European anti-mentalists might look hard enough to notice what we are really doing unless we have a big excuse to construct Large warehouses or fake factories to hide the operation inside.

I believe we still need to put in work for the Thought Elevator access regardless of which Ministry is chosen, and this way it also secures Economic/Political deals between China/Britannia to further cement the alliance - The Taklamakan Desert Research Grant & Small Political/Trade Favors (For Charles).

Yeah but why do we need an Eezo monopoly if we're the only ones with techniques to refine/make use of it, and will probably share it with Lihua/China anyways since that would inevitably be classified as resources of national importance:

Ultimately that just seems like an expensive reward for little utility, lowering Lihua's SL since it's an 'expensive' option but not much in terms of impact. Since again, Lihua can have the final say on whether the monopoly holds up once it becomes that important and the monopoly is too harmful. Blank check only goes so far if we're exploiting the monopoly to a harmful degree on China's national security, and if we aren't then what's the point of one?
