Harassing the NCR forces the entire way hurts them, but also shows that the Courier's a bit bloody minded. Retreating forces are still active combatants, but that's still where a lot of casualties occur. That's a lot of dead conscripts. The NCR will have the potential to turn hostile following an election cycle in either case, much like America. It'd also be antagonizing a potential trade partner and ally. They still need the water and electricity from the Dam.
Caesar's Legion is what would be funnier. Do we want a mega civil war on our border or a complete collapse in Legion territory? Refugees will flee to New Vegas either way. It won't go back to the way it was before. We'd likely see slave revolts break out as Legion command breaks down and they turn raider or warlord. I think it'd hurt the Legion mythos more though. If Lanius and Vulpes or whomever get into a civil war it may turn ideological rather than merely personal loyalties. That'd lay the seeds for potential Legionists in the future. That said, gameplay and narrative wise big enemy on map is a fun challenge.
I lean towards 6 friends rather than 3 die hard comrades, mostly because I'm worried the companions I really like won't make the cut: Boone, Veronica, and Arcade Gannon.
House has to die. He's got it coming. He's also so full of himself. "I'll put man on the moon in fifty years! Vegas is mine you hear me! Mine!" He doesn't have a school or factory, and he's ranting about space colonies. He really is a techbro, at least he can actually code. There's no House come back or scheme, he got got and ate shit for it. It's a fitting end for the man.
Also, Courier Six is a fun cheeky fan name, but kind of a bad name for the Courier. That wasn't their official designation the entire time they worked as a Courier. That was only for this job. The job went tits up, but I feel like it'd be better to have a past that began before they took the job. Who were they? Does the name give hints about their background? It feels like it leans into being a PC a bit much.
