Wild Card: A Fallout New Vegas Post-Game Quest

This is the wasteland, people are used to defending themselves. In the update it mentioned that as soon as people had money the first thing they spent it on was arms and ammunition. Eventually we might want to provide better guns but for now the militia basically comes with their own weapons as people will use their personal firearms.

[][MILITIA] Adopt the decentralized Westside model.
Westside has its own citizen militia, wherein the locals take shifts on the walls and patrolling the neighborhood. It seems to have kept them more or less safe from raiders and monsters, even if it's also produced a somewhat insular community. You could encourage other neighborhoods to do the same.
So, this is the text of the vote, which amounts to "each of the neighborhoods of Vegas organizes armed patrols". It doesn't say how they're armed or with what, only that each neighborhood organizes itself and provides the manpower for its own defense. What's not addressed is how they supply themselves or train themselves, but that can be remedied (if even needed, again, guns and ammunition are easier to come by than water in this setting) while still using the local militia as an organizational basis, as opposed to monopolizing violence through either our de facto bureaucrats (the Kings and the Tops) or a separate armed force (a professional army beholden only to Six). This lets us focus our resources on having an elite response force in the Securitrons, while letting the population defend themselves as needed.

As I replay Fallout New Vegas for this quest I've got to wonder if we're going to be dealing with tunnelers in the future, Ulysses himself noted that they were spreading out into the Mojave and I doubt the explosion at the nuclear facility got rid of them. Given their proximity to the Divide Goodsprings, and Primm would be hit by them first.
