The choice seems easy. Too easy. I am feeling mildly paranoid and waiting for the other shoe to drop, but this is the closest to how I feel, and probably how Mortarion feels (maybe tied with destruction, but he's also the sort of person to heal the soil, so he might want to heal the society as well).

With all the mind controlling drugs in them they possibly might not welcome us as a liberators
I expect them not to, frankly. Even if we come claiming that we're here to free them from that control, I expect that information to either (a) not get passed to the general population, (b) not be believed, or (c) be used as a reason to fight against us (we'd be changing a way of life they're used to, and it probably actually feels nice to be constantly on drugs).

- [X] They are capable of throwing every single of those 50 billions into the grinder of war. Unsustainable attack vector if they are capable of quick war footing. But through peace we can destroy them. And quickly. We made them expand, we made them splatter their attention so wide, they would miss the gun if it was under their nose. And we can have time to prepare conditions for 50 billions to live as a free man.

What's funny is that I can only think of one other primarch who would fight a war of liberation for these people, Vulkan. The others wouldn't give a single shit, or at the most they might make a token effort to the notion of bettering the system.

I expect them not to, frankly. Yeah, The civilization Mortarion is facing is literally just Huxley's Brave New World on a galactic scale. They're very unlikely to treat Mortarion as a liberator. Their descendants are a different matter entirely.

Nah, it'll be a quick conquest. In and out, done in a week.

I'm voting to wipe it out root and branch for what I admit are purely OOC reasons, namely that AU Malcador is lurking somewhere in the shadows and no incarnation of the Sigilite needs to get their grubby paws anywhere near "Mind Control Drugs Total Control Bureaucracy Cult."
 
This will probably be a learning experience for Mortarion that some people dont want to be saved and his reaction to that new knowledge.

Yeah, liberators is going to run into these people having been given mind altering drugs for ages now. Not everyone is going to want to rebel.

Oh yes, for sure. However, we're playing as the british imperialism legion, so clearly we need to liberate these poor sods, saving them from their own selves.

And steal their spice.

I believe that the only way to undue this system without catastrophic loss of life will be with the cooperation of at least some of the bureaucracy that currently rules - thus, we need to come up with a suitable carrot and stick to both threaten and convince at least some of them to defect.
