[X] Railway Acceleration, Integration and Deployment

This is looking to be either an Economy or Manufacturing bonus, both of which would be good.

Well, it is canonical that there was a rumored Mech Planet hidden somewhere on Balthazar that the Circinus Federation got online with the possible assistance of the Word of Blake.
So will there be one there or not? Because if we join in a state with them and it's fixable.....well there's our mech needs covered when combined with our own plant(once it's upgraded) and likely then some with room for exporting stuff

Before the votes are closed, I would like to make a pitch for No Soldier Left Behind.

We're going to war, and with that comes shocks to the system that hurt our planetary stats especially if we lose battles which is entirely possible. Though we're doing the best we can to prepare the population for this, I believe NSLB does the best out of the three for mitigating those shocks by sending our people the message that we aren't just feeding their sons and daughters to the grinder once we begin recieving crippled soldiers and caskets with flags draped over them.

RAID has economic benefits, but those benefits won't be immediately obvious until after the railways are finished. NSLB meanwhile, though it will take time to actually make everything, has a potential immediate effect on the population's stability and may even mitigate the effects of the war by showing our population that we care. The effects on stability can't be overstated since our temporary +1 to stability from the expanded police budget expires next turn, bringing us back to a dangerous 3/5, one step away from rioting once the war starts going in earnest. We can't afford troubles in the home front during a defensive war against a more militant power.

I like it when countries take care of their soldiers.

You do not yet know if there will be one, and at this point in time not even the administration of Balthazar knows about it.

[X] No Soldier Left Behind: The NSLB Program sets aside a portion of the government's quarterly income for the establishment of public hospitals and clinics specialized in the care of Veterans, crippled or otherwise, who have suffered a medical injury or illness of any nature that can be traced back to their time during service. Not only will treatment from diagnosis to on-going care be free, even lifetime medications and prosthetics and orthotics related to the aforementioned medical conditions will be paid for by the government. In addition to this, soldiers who've suffered crippling injuries or illnesses during their service or soldiers who resigned or were honorably discharged from their position after 6 years of service can be enrolled into social programs designed to help their entry into the education system or a public industry of their choice.

Though the name of the program evoked thoughts of military reforms, RAID was actually a program with a distinct focus on the improvement of public infrastructure rather than more militarily oriented goals. This wasn't to say that RAID didn't also have benefits in such areas, but the bulk of the program would be dedicated to make the lives of Shouldersians just a bit easier.

Many in Parliament had objected to the idea of starting such a program when it was on the cusp of conflict with one of its largest neighbors, but the enthusiasm shown by the public in support of the program ensured that they didn't voice those concerns publicly.

While the program had easily achievable goals on the less-populated continents, running the program in the western continent was a decidedly more difficult task. With three major population centers spread out over thousands of kilometers, they couldn't just make a single line along the coast as they could elsewhere.

They'd have to decide which two regions to connect first. Luckily, Parliament could be trusted to vote on such a decision without any biases, right?

When people think about the Periphery, their first thought is usually about its terrible living conditions. After that, their minds turn to the instability and conflict that plague many of the microstates on the edge of the Inner Sphere. Past all of that, their last thought is usually about the state of enslavement that much of its populace is forced to live under,

Oh? You might think it is limited to such loathsome polities as the Marian Hegemony, or pirate kingdoms like the Circinus Federation. It is an unfortunate fact that once you reach the periphery, you are often only a few jumps away from worlds with massive populations of enslaved peoples.

In fact, Giant's Shoulders used to be one of those worlds. Innocents from worlds as far as Atreus and Tharkad were fooled into signing contracts that waived away their freedom and were forced to work under horrific conditions for their new masters. Not even those born on Giant's Shoulders were free, as they often inherited the debt of their parents.

Yet, the human spirit yearns for freedom.

They did not lie down and simply allow themselves to remain enslaved. Through gunfire and the stomping feet of BattleMechs, they were able to hold a successful uprising in Rockton. It was the first free settlement to grace the surface of the planet, and soon enough its ideals would spread to all corners of the world.

It is now celebrated every year during the Rockton Labor Festival, and this year would be made particularly interesting by the attendance of the President herself.

Samantha laughed to herself as she watched a small group of children chase after a man dressed as an old resource baron. They whacked at him with foam pickaxes and demanded 'fair wages', which he eventually gave in the form of plastic bags filled with candy. It seemed that the festivities had already begun, with the streets quickly filling with food stands and festival goers.

Though she wished to go out and join in on the festivities, she knew that her duty as President was far more important. That, and the fact that she'd probably give her security chief a heart attack if she just left the car and wandered out into a crowd full of unvetted individuals.

"What's the plan for today?" She questioned, glancing over at one of the aides in her limousine.

She chuckled internally as the poor girl desperately rummaged around for a schedule, "Ah- we're going to stop by at the Blair Hotel first, ma'am. Once you've gotten ready, we'll be heading over to a charity dinner with the local union leaders."

Samantha sighed, "I guess I'll be able to join in on some of the fun, at least. The speech is going to be at 9:00pm, correct?"

The girl nodded affirmatively, "Yes, ma'am. After you give your speech, the night festivities will begin."

"Sounds good to me." Samantha said with an encouraging smile. Despite her desire to participate in the celebration, she was happy to unwind a bit after several weeks of negotiation with Balthazar's Director and the King of Andiron.

Taking a moment to think, she decided to spend the time before the dinner going over her speech. She wanted to send out a message of strength and reassure the people of Giant's Shoulders that despite recent military exercises and deployment they'd be safe.

[X] Speech Focus: International Cooperation

We can't talk about prosperity when we're at the cusp of war and all that entails. International cooperation should work better for our announcement about the alliance.

As for what settlements to connect first, I recall Oasis to be our Las Vegas. Not so sure about the rest however. I'll go with Rockton and Landung for now.

Right, did a quick skim of the updates and here's what I got for the details of each settlement.
  • Landung: Our capital city where the presedential palace resides. Also where Westforge Industries and a spaceport resides.
  • Rockton: Where Stone Hearth Industries reside. Used to suffer from rolling blackouts until we redirected hydropower to the settlement.
  • Oasis: Farmers and locals irritated by the construction of the dam. Our version of Las Vegas with lots of gambling and a possible tax revenue increase. Lots of our politicians have investments in the place, but some oppose developing the gambling city on moral grounds.

The focus of this project is to boost our industry in the first place, later we can connect the capital to Oasis.

[X] Speech Focus: The Strength of the People.

We should focus in improve morale of the people since being in the verge of war we going to need they support, specially since the economy is already suffering a little without the jumship.

Before someone says war speech always have to invoke feelings of patriotis and nationalism.
