A Btech mechanised infantry battalion built using combat vehicle IFV's rather than the 'mechanised infantry' mini vee's would require somewhere in the region of 30-40 vehicles. It's not so many... but it's a few.
If you guys go for regular foot infantry, then to transport a Regiment you'd need about 81x PKR-T5 (ICE) models, or only 14x Heavy Wheeled APC (Standard). If you wanted to go for a pricier (but more capable) option, then you'd only need 12x Vargr APCs of the Standard or LRM variety.
I'd like to go full NATO combined arms, but we do lack a lot of factories for that. We don't produce our own aircraft or artillery, so that's a problem we gotta tackle first.
BattleMechs, I think, we cana slot into as our tanks in the doctrine?
Battlemechs are pretty transformative doctrinaly. My instinct is that is gonna be easier to build a NATO style order of battle then weld companies of mechs to more elite Battlion Combat Teams.
My apporch would be that mech equipped BCT should be a company of mechs with two companies tanks and then the infantry regiments (IFVs and APCs would be part of this). For non mech BCTs I would make the armor compoant a square Battlion of tanks paired with the infantry regiment.
A fully equipped BCT would therefore look something like this

28x tanks (two companies plus a command lance)
1 regiment infantry with 120x squad scale transports (3x36 APCs/IFVs for mechanized or 3x36 Military Utility Trucks for motorized. Also 3x4 transports for battlion command)

If we do platoon scale transports the infantry regiment only needs 1/3rd the transports.

Samantha yawned and leaned back in the seat of the armored limousine. Traveling to Balthazar from Giant's Shoulders had taken only a few weeks, but the time difference between the two planets had thrown her sleeping schedule off entirely. Fortunately for her, she'd been given a few days to adjust before having to attend the security conference with Balthazar's Director and the King of Andiron.
She grimaced as her thoughts wandered back towards the pair of autocrats, and asked herself once more if dealing with such anti-democratic individuals was worth it. Sure, the security benefits would help ensure the safety of her people, but wasn't she just trading the safety of her own people for the continued oppression of those living on Andiron and Balthazar?
She clapped her hands against her cheeks and took a deep breath. It was wasn't like she could do much about it in the first place, and allowing them to fall under the administration of the Circinus Federation would be far worse than continuing to live under autocrats.
"Madame President?" A voice suddenly sounded, startling Samantha out of her thoughts. "We've arrived at the Director's Palace."
Quickly nodding her acknowledgement, she climbed out of the limousine and began marching towards the imposing piece of architecture. She took a moment to glance back at the security force that had accompanied her, trying to ignore the weapons they were carrying with them.
Fortunately, it seemed that no sudden firefights would be breaking out today. She was politely escorted through the halls of the palace and into a meeting room where she saw the King of Andiron and several of his own diplomats already speaking to the Director and his council.
"Ah, Ms. Adakai! It's a pleasure to see you!" Santiago Braganza shouted gregariously, gesturing for Samantha and her people to sit at the third table in the room. "Mr. Mannestuin-Pimkloof over here has already brought up a few of his concerns, and I'm sure you have plenty of your own to share!"
Andiron's king nodded in Samantha's direction, "Verily, I greeteth thee as a fellow ruler of peoples. Sir Braganza and I hath been discussing the terms of a potential agreement. However, we hath been ensnared on particulars of naval asset distribution. It is our hope that thine contributions to the discussion will help settle the matter?"
"Ah, may I ask what exactly the disagreement is?" Samantha asked, sitting down at the offered table and pulling out a notepad to jot down her thoughts.
Director Braganza sighed and gestured towards the starmap behind him, "Our naval assets together amount to about... two JumpShips." He chuckled at Samantha's grimace and let out a sigh, "Yes, quite the problem when you want to defend your allies. We've heard stories about the Shouldersian navy, and how they valiantly fought off a pirate incursion. However, I'm sure you would still want to attend to your own security concerns."
Samantha lifted a hand to her chin, covering her mouth with a finger as she thought.

"My world can deploy up to two lances, though we can also rapidly deploy up to ninety combat vehicles with the Tizona." Braganza said, before suddenly blinking. "It's an Excalibur-Class DropShip, in case you're wondering." He chuckled.
"Speaking of rapid deployment-" Samantha interjected. "-shouldn't we decide where to station the JumpShips first?"
Braganza blinked, "I thought it would be quite clear. Each world needs to have at least one JumpShip stationed there, and Balthazar will have a response force stationed here and docked to Andiron's Invader. The JumpShips in Andiron and Giant's Shoulders can immediately jump here to warn of an incoming invasion force, and the Invader can then deploy to whichever system is being attacked."

Big Trouble in Little Landung
This being the President's first extended absence from Giant's Landing, those in Parliament weren't quite sure what to do. Rather than focusing on addressing the more pressing issues facing Giant's Landing, they instead decided it would be an opportune time to start pushing forward their personal agendas and political aims.
The Young Moderates, a group made up of individuals who'd supported the previous government, had somehow managed to wrestle their way up to being the second largest party in Parliament. They were eager to shift economic policy back to how it was before Adakai's administration, and the recent tax cuts had been a rather large victory for them.
They'd elected to go forward with a number of proposals that would begin putting them back into their old positions.

Know what? Let's eat the temporary economic loss. It's going to hurt, but 1 more Jumpship could be the difference between winning this war quickly or getting into a decade long quagmire.
We'll just have to stomach the economic loss and persevere while trying to increase stability as much as possible. The sooner the war ends, the sooner our Jumpships can return to assisting our economy.
We're committing a major force here. Both our Jumpships and Dropships, and our most elite formations in the 1st National Guard which has our Mechs with integrated motor infantry support. This hopefully shows how serious we are in this alliance that we're willing to strip our defenses bare by this much in order to help shield our allies with the expectation that they'll do the same for us. With how generous we're being, I expect this alliance to stand on firm ground since we're the ones who proposed it in the first place. if we win, we might even be able to expect some economic boons in the future.
We're announcing this alliance to the public, and a consequence of that is the Federation has to accelerate their timetable for invasion. Hopefully, that gives us an advantage since their invasion fleet won't have everything ready and we'll end this war sooner.
Regarding the concessions to local parties, Foreign Investment has an unknown on it, but we really need to increase our Economy since it'll be taking a hit soon (From 4/5 to 3/5) and potentially eat some more hits when the war does start! Nothing breaks stability quite like a depressed economy after all, and nothing hurts a economy more than the disruption to trade that war brings.
Additionally, while I'd like to get stability for -250 currency, we can't afford it right now since we're also paying -360 this turn to finish the new motor regiments for the 1st National Guard. If I did my math right, our treasury would dip into the negatives and I'd rather avoid bankrupting ourselves before the war starts. Instead, let's boost local agriculture. The farmers won't like it, but if war does come knocking to our planet, I imagine ruined farms would drop our self-sufficient agriculture by at least 1. I want to avoid a potential famine that would hurt stability further, and this seems like the best way to do so. Plus, if our agriculture turns into a export one and our allies' agriculture start hurting from war, that's one more economic situation we can exploit for benefits and to tie the alliance even tighter together.
Finally, those concessions hurt our relationship with the Verdant Growth and Giant Shoulder's First Parties. We can't do anything to stabilize the latter, but we can recover some good will from the Verdant Growth Party.
I wonder if we should ask for the 8th Lyran Regulars help. Or a detachment of them. Because they're the best of the best when it comes to hunting pirates in the periphery and I'm sure they'd love to help prevent what's effectively a pirate Kingdom from growing.

I'd like to confirm with @Fullyautomagic if we've already paid 1 Quarter for the 3 Motor Infantry Regiments last turn. If so, that means we can actually afford the Community Centers since the Motor Regiments will be finished this turn.

I am strongly against giving any major compromises to the Young Moderates for their previous excesses in the old administration's corruption, as well as giving foreign interests and domestic agricultural companies the ability to both invest in and forcibly buy out land from citizens. While it does mean not assigning the Ticonderoga to the Collective Defense, nothing prevents us from committing it later should the threat actually manifest. I have no desire to give levers back to be wielded against the citizenry. I have no further critique.

Though it took a few weeks longer to finalize the details of the security agreement, Samantha was able to make her way back to Giant's Shoulders by the start of the second quarter. She quickly discovered that Parliament had gotten up to a few shenanigans in her absence, but it was nothing that would be too detrimental towards her goals.
Speaking of her goals, it'd probably be a good idea to start looking into setting a new agenda for the party. The public works programs that had started in the first year of her administration were already nearing their end. Beyond that, there was also the matter of the debt the government had begun accumulating as a result of their JumpShips' withdrawal from trade routes.
The quarter's revenues would most certainly be enough to pay off those debts though, but she was going to have to get creative if she wanted to keep on improving the standing of Giant's Shoulders.
Come up with an idea for a program the government can implement. Be creative and descriptive, this will have effects beyond just a bonus to one of your planetary stats!

She had to maintain popularity for herself and the party, especially if they were soon to be entering open conflict with the Circinus Federation. Maybe she could stop by a local celebration at one of the planet's settlements?

[] No Soldier Left Behind: The NSLB Program sets aside a portion of the government's quarterly income for the establishment of public hospitals and clinics specialized in the care of Veterans, crippled or otherwise, who have suffered a medical injury or illness of any nature that can be traced back to their time during service. Not only will treatment from diagnosis to on-going care be free, even lifetime medications and prosthetics and orthotics related to the aforementioned medical conditions will be paid for by the government. In addition to this, soldiers who've suffered crippling injuries or illnesses during their service or soldiers who resigned or were honorably discharged from their position after 6 years of service can be enrolled into social programs designed to help their entry into the education system or a public industry of their choice.
[] Railway Acceleration, Integration and Deployment: The RAID Program sets aside a portion of the government's quarterly income for the planning, standardization, establishment, and maintenance of public intracontinental railways that will serve to connect major sites of industry and population centers with one another to help ease the speedy transit of goods, workers, and civilians in each continent. This will be done via extensive use of MagLev tracks and the railcars fit for them, with private corporations able to purchase a lease for the exclusive use of certain railcars specialized in hauling heavy equipment and resources. During times of emergencies however such as planetary invasion or severe natural disasters, this lease can be automatically revoked, with compensation for the disruption in business coming in the form of an extension of the lease. Similarly, in the aforementioned emergencies, the military and disaster relief agencies will receive the highest priority for use of the RAID railways. This program also creates a provision that only half of the specialized heavy equipment railcars can be leased at any time.
[] Agriculture and New Technology: The ANT Program sets aside a portion of the government's quarterly income for the injection and integration of the Harvester Ant IndustrialMech into the agriculture sector in hopes of increasing productivity. Each quarter will see a bulk purchase of Harvester Ants and their parts, to be distributed for free among local farmers through farmer cooperatives and associations along with the required training for the operation of these machines. This program also seeks to establish dedicated repair depots where these Harvester Ants can be repaired using the parts bought during this quarter, free of charge. Government funded Harvester Ants and their parts, however, can only be sold by their new owners secondhand after a cumulative use of at least 3 years per model and per part. To do so otherwise will be considered a crime, punishable with fines scaled accordingly to the tax bracket the criminal belongs to and may even potentially lead to the seizure of their land.
Right, these are what I was able to come up with.
1st is mainly in preparation for the war and the inevitable return of our fighting men and women, many whom may find themselves out of a job after the war due to being too injured to continue working as soldiers. Having a program that helps veterans find their footing again should help with stability since it shows that we aren't just throwing these people away after they bled for us.
2nd is more industry focused since railways help with our economy by providing a cheap means of getting people and goods around, but it can also help us if the Federation ever makes landfall on Giant's Shoulders. Rapid movement and supply of troops can be achieved via the railways.
Finally, the last one focuses on our agriculture. With our economy in a bit of a downturn thanks to the war, we'll need to find new sources of revenue, and since we're seeing success with our agriculture, further bolstering it may help us out until we can end the war with the Federation. It also throws a bone towards local farmers who may feel resentful at the government for allowing agricultural corporations to buy them out of business.
Sorry about the triple post, but I rewrote my ideas earlier into something more extensive than what they were initially so they should hopefully be more in-line with what the GM requested for the write-in programs. They're in the post above me, so feel free to take them and modify them to how you'd like.

TLDR:
NSLB caters to our soon to increase number of veterans who may decide or be forced to quit the military after the war. This will help Samantha's chances of reelection when it becomes relevant since not only is she a (hopefully) war winning president that acted to defend her people in times of crisis, but she also looked after the people who bled in it and so will potentially secure the Veteran voter base which can become politically active and powerful in the post-war years. This should also help reintegrate soldiers into civilian life once the war is over and help maintain the military's image as a good and respectable career path especially for those who can't easily afford higher education.
RAID meanwhile, seeks to increase our revenue via the creation of a MagLev rail system in each continent. This has many applications including military, but I'll focus on the economic and industrial side first since military application is pretty obvious. Better public transit will help make goods cheaper since production becomes a lot easier. In addition, the possibility of leasing the heavy-duty maglev railcars to certain corporations will be a good source of income for us, and potentially improve our economic situation.
Finally, ANT focuses on trying to court local farmers by giving them training, repairs, and agriculture-focused Industrialmechs for free. This is also potentially another source of income as it helps improve our agricultural sector, and that can potentially be very lucrative post-war when the farms of our allies are all ruined and they're facing a famine. Hopefully, the conditions stipulated in the program will prevent anyone from succeeding in gaming the system.
That said, my vote goes to NSLB. Though I hate to miss out on the economic boons that RAID and ANT may bring, I think NSLB will be critical for stability and political support during the war and after it.
The sooner we can start preparing for the politics of the post-war years, the better our chances of staying in power.
There's also the fact that our soldiers' morale will be improved if they know the government will take care of them if they get injured.

I going to chose this one since the economy is strecht thin and is a step away of going on a recession. Also it could use in the future for civilian transport and increase the population growth in the world and interconnect the continents more closely.
