I really like your plan, but I really think we should bring whoever we find to take on the manufacturing work in on the prototyping. It's not a simple HR matter, whoever takes the ongoing production is likely to be one or more of the existing Hoshi clan smiths, who will not only have their own pride we would do well to manage but will also have their own expertise we should bring to bear in designing weapons/tools that are authentically Hoshi and as effective as possible.

I 100% agree with you here.

That said, I would be very surprised if the design action + finding a supplier action doesn't end up with us touching base with local smiths to some degree.

Outsourcing our materials is one thing, but the actual work would have to be done in house for security reasons, and taking the work completely out of the hands of our local smiths makes zero sense.

Tho, for the sake of being thorough... @baskinglobster will Chiyome reach out to the local smiths as part of the base design/supply actions? Or is that something we'd have to add a specific write-in for?

well while some of the naruto filler derserves to be sent into a blackhole and never return (looks at the infinate tuskuyomi filler, meccha naruto and I am pretty sure their was a normal talking ostrich that became a ninja ) a lot of it did have potential

Yeah, that'll be part of dealing with the upgrades. Either Chiyome or Kasei Honjo (don't forget, you can let him do that part for you) will be talking to the people who already make weapons for the village about the new productions.

Given that the Meteor Guard is on a clock, with or without the new information, I want to continue doing something to help sustain them. That means either treating them directly, or investigating better treatments using the survey. I picked latter since if successful it should improve the treatments they get and continue our research going forward.

As for the civilian government's supply stuff, it feels like an action that's a bit outside our job as head of research. Still worth doing, but it seems like an action the Contract Master and/or Hoshikage would have on their action lists too. And I'd rather focus on working with our three running projects than maybe open up a fourth.
 
I'm not sure if the +3 bonus from engineering is really worth the half an action it represents.
The effectiveness of the bonus is in proportion to how many actions we do ourselves in that category.
With us doing two engineering actions, it comes down to a +6% higher total chance of not failing an action that would have succeeded. Which isn't nothing, but also not that much.

Edit:
I wonder if it's possible to create a clone variant with the meteorite chakra. Might have some interesting properties. ...and could work as a way of externalizing the meteorite chakra from the body, leaving the application of it to a construct that can't get sick.
It wouldn't be a perfect solution, given that the original jutsu and formation of meteorite chakra still happens inside the human, but it could reduce the strain.
