@baskinglobster, is this is an acceptable plan? I'm wondering if doubling up on weapon design will cause an increase in costs, hence only two/three projects costing BP.
Yeah, so, Active Projects cost half of what doing it yourself costs, with the trade-off of doing it at effectively half-speed. Working on an Active Project yourself means the price increases but, of course, so does the speed.
 
I don't agree with this. Well, I agree with the meteor thing in general, but not the jutsu issue. Look:

The Third and the Meteor Guard are freaking out about the discovery that jutsu usage causes meteor sickness to worsen. Everyone involved is treating this finding as a huge deal. I'm not saying we should prioritize the meteor in general, obviously we need to do our real job as a priority, but we need to prioritize that specific action, because ninja literally live and die by their jutsu. Knowing which the Meteor Guard can safely use and which they can't is something that should not wait. It's way more important than just treating the current cases of Meteor Sickness, for example.

By all means, spend the bulk of our actions on our actual task, but insofar as we spend any time on the meteor, we should spend it on this.

I see. It sounds to me then like if we want both scalable production and prototypes done by then end of this turn, then having Engineering just provide us with a bonus instead of focusing on one or the other sounds like the best option.
 
Thoughts regarding combating Kiri nin:
Use of rubber or leather masks with filters and lenses to insure that while suffocation is possible, water actually getting into the lungs is not.

Considering the ease of exploration and knowledge unlocked as a side effect of elemental jutsu and the existence of such advanced products as plastics we can presume that it is known that compressing gases heats them up while decompressing or expanding them causes them to cool down.
Using this knowledge one could use a wind elemental jutsu to squeeze air at one location, hold it in tight form for the short duration needed, and release it at a different location nearby could be used to produce concentrations of significant heat and cold that could perhaps boil and freeze water in order to disrupt the common techniques used by Kiri nin and even using just wind aspect chakra and a supply of water manipulate both air and water in hybrid techniques.
This kind of technique would require extremely good chakra control albeit not to the level of a medic-nin and would also require decent reserves of chakra.
With a napalm like flammable agent available capable of being vaporized and carried wind techniques could also cross over with those of fire and sufficiently light fuels can float on water.

Dyes could be used to better track water that is being manipulated and force water technique users to be more careful and perhaps take the time to dilute the dye or use non-coloured water in order to maintain a greater degree of stealth and unpredictability.

Earth techniques can be used to turn water being used by enemies into mud which when saturated enough should be controllable by additional earth element chakra.

Acid inriched earth and clay could be used with Earth techniques or in an outer layer for conjured armor to lightly damage the metal of Kiri swords and with enough time cause more severe damage.

Hot solder mixed into an earth technique could strongly bind to the metal of weapons to make said swords harder to use and over time reduce chakra conductivity and embrittle them.

Slick and light metal, earthen, or even water bearing ablative armor plates shaped and moved by chakra techniques so that blades hit a curved surface could be effective in deflecting said blades.
I would recommend anchoring via strings and magnets though that could be somewhat expensive depending on the costs of said magnets.

Hollow and needle like or chakra conductive and carefully tipped or cargo headed spears and polearms could be used to counter swords effectively in some cases while providing some advantage in terms of reach and allowing some jutsu to compensate better for the special abilities possessed by the swords.
I recommend some manner of pole-axe.

By shaping the earth and rock around pockets of air and crushing it in without leaving any openings for escape, unstable explosive rocks can be produced and thrown for a disruptive effect along the lines of exploding tags except going off the instant it either experiences shock or goes for more than a few seconds at most without being stabilized depending on how it is formed.
I recommend mixing in metal spikes and balls to act as more effective shrapnel.

Fire techniques are normally weak to water however they can be used alongside preprepared fuels and even be used to heat something up ahead of time provide enough heat later to disrupt or alter a water jutsu on a small scale.

Fire techniques can be used to create air pressure due to gases trying to expand when heated and this can be used to displace air and emulate wind techniques.
This knowledge with enough chakra control and healthy reserves can be used to layer a technique so that air is funneled into the center of a fire jutsu and the fire there can be enhanced.

One fire jutsu is the creation of burning ash clouds which could be guided in order to help muck up a water jutsu.

Since a lot of ninjutsu is focused on the production of immense force this could be used to operate a powerful mechanical air blower and fan for cutting through conjured clouds.
Such force could also be used with a really strong band, spring, or air piston and possibly a simple locking mechanism to create a compact one-handed compound bow or crossbow equivalent.
Alternatively, a blowdart could be adapted to make use of either pre-compressed or direct ninjutsu compressed air with applied ninjutsu providing all the initial force and this should be at least as compact and provide at least as much force as the above ninjutsu optimized crossbow concept.

It really only changes Engineering's focus, but that research bonus will definitely be helpful. I figure that once scalable production had been determined, we can let someone else handle the question of who can be trusted to actually make the stuff. After all, we were just instructed to figure out ways to make better equipment, not so it all ourselves.

For more personal desires, I believe that we should focus on the relationship between Meteor Sickness and ninjutsu. That is more controllable than family ties, and can potentially help out the Meteor Guard by letting them know what techniques are safer for them.

For other issues, I believe that talking to the civilians about their supplies will be helpful. If they aren't in need of anything, then we can talk about developing the land around the country, and if they do, then we can try to improve things around the village.

For self-improvement, I believe that brushing up our taijutsu would be better in case we wind up getting into close combat. Hopefully we won't, but you know the saying: hope for the best, prepare for the worst. If we do get into close combat, we need to kill anyone who sees our Kekkei Genkai, and taijutsu combined with medical.knowledge will be very helpful there.

For social obligations, I'm curious about Sensei, and I want to talk to.our subordinate who we'll be getting Meteor access.
 
A thought occurs, is it possible to use meteor chakra in place of normal chakra for jutsu?

We'd have to be sure it wouldn't worsen meteor sickness, but it might make the meteor guard more effective and slow down meteor sickness.

The Hoshi arc doesn't show anything of the sort, but that doesn't mean it's impossible. More likely is that nobody thought that substitution was necessary because, well, Chiyome is the first one to connect those particular dots.
 
Star Geniutsu would be rather nasty. Though it would need to focus more on brute force ones, the chakra's more lively action would also make dispelling it more difficult. So long as the chakra is in the system, it can continue reapplying it. (If the jutsu is developed for it is properly with that in mind.)

Ok, so as mentioned, this plan is fairly simple. Leaving the various departments alone for now, so we can get that research bonus for Engineering. That ought to help us get proper equipment this turn as well as better means of producing it.

For medical stuff, a proper supply line being established will only be helpful for everyone, and looking into ninjutsu and Meteor Sickness ought to help out the Meteor Guard, in addition to potentially getting us some helpful data for future use.

Since we're looking into medical supply issues, I figure we might as well look and see if the civilians are having any supply issues at the same time. At the same time, we can obtain permission for our Chakra Studies expert to look take the Meteor. His perspective ought to be helpful, as we are likely to look at thing from a biology-first viewpoint, due to our work as a medic.

Taijutsu and Chakra Studies seem like good areas to improve ourselves, as we've already in-progress on the latter and the former is our lowest combat stat. In addition, it only seems sensible to better get to know our Chakra Studies head, as he might be able to access the Meteor soon. I'm simply curious about Sensei for the last thing.

Down for this plan personally. Though after we finish updating our village's gear to modern standards I'm going to make the wild guess and say updating our Ninjutsu arsenal for the village will be next.

I also want to make a personal goal(for myself) of making our character renowned/feared in the Shinobi world. Perhaps by making her one of the foremost masters of Ninjutsu in said world since that's already our highest stat.

I really like your plan, but I really think we should bring whoever we find to take on the manufacturing work in on the prototyping. It's not a simple HR matter, whoever takes the ongoing production is likely to be one or more of the existing Hoshi clan smiths, who will not only have their own pride we would do well to manage but will also have their own expertise we should bring to bear in designing weapons/tools that are authentically Hoshi and as effective as possible. Kei Okuda seems smart and capable, but more skilled craftsmen can only be a good thing. Although we definitely need to make sure that Kei has final authority, as we know he doesn't like too many cooks in the kitchen.

Considering can't get all three actions done this turn anyhow, if you see the sense in what I am saying would you consider changing 'Scaling' to 'FInding manufacturers'?

There are other plans that cover for this but they all make many more tradeoffs I'm not keen on.

You raise a good point, but I think you might be overestimating how much of a problem this is going to be. Our orders to improve our weapons and armor come directly from the Hoshikage himself, and are backed up by hard facts that our ninja and their equipment are not good enough from Intelligence and ur Research department. There's likely to be grumbling and people complaining in private, but I think they'll swallow any major objections and do it.

Besides, I think that finding people who could be trusted to produce equipment would be more in the Master of Contracts' wheelhouse. He's a cousin of he Kage, and he's agreed that our equipment needs a major upgrade. I think we can trust him to be able to find people trustworthy enough to handle this in a way that won't cause any major political trouble.

If for some reason he can't, or there are things only our department can be trusted to do, then I'll be fine with spending time on it, but right now I'd say actually figuring out how to increase scaling is more important than figuring out who we're going to have handle the increased production.
