I was going to go for legal loopholes, but... Paper knives are not enough.
We need paper katanas, paper shuriken, paper claymores.
We could carry a whole encylopedia that's actually a hidden armory!
 
I'll change my vote to « pray a god for help in developing better paper weapons ». Which one would be better? Tzeentch sounds good for boosting research, but Khorne would like us to have better weapons to shed blood and Slaanesh loves perfecting yourself.

Oooh! Paper knives with prayers to Chaos written on them!

Khorne to make even a measly knife draw a gallon of blood with each strike, and our bloodlust surprassing the weapon we wield.
Slaneesh to make each cut as clear and sharp as if it was made with scalpel, and our hands deft like that of a surgeon.
Tzeentch to remake the paper knife into a violent paper crane, flying at our enemies to gouge their eyes out.
Nurgle to make each cut infected with most deadly disease, so that it's not a death of a thousand cuts, but just one.

Seems we have a decent amount of people on paper weapons, so I'm going to change my focus a bit.

Paper, while a powerful and versatile tool, isn't a one size fits all solution to our needs. As such, I'm going to be working on Wax weapons, which will likely have uses in sorcery, espionage, and bureaucracy not filled by paper ones.
