I don't think Dragon Carriers are worth it until after we sort out the issues that keep them sleeping. Making a replacement for Dragon ships, which IIRC are irreplaceable on the other hand sounds good.
Thank you for bringing the issue to light, I did not take it into consideration when I made the action; however, considering that the action takes around 3 years to complete (and also as Eternal_Observer mentioned we may not build these ships immediately) we still have at least two turns to figure out the issue and work towards solving it. We could easily put some dice into it next turn and see where it goes.

[X] Plan: Domestic and fornensic
-[X] - Avelorn. A visit to this kingdom will also lead to a year-long ritual marriage to Queen Alarielle, though hardly anything is required of you. Alariel has already given birth to her eldest daughter from Finubar, who will become her heiress, so you just need to keep up appearances.
-[X] - You would like to continue your own research into the causes of sleep in dragons. Traces in the scales of dragons indicate that they lack something for a fulfilling life and the need for this only grows with age. But what could be the reason for this?[1 dice]
-[X] - The involvement of the masters from the White Tower may be useful in determining the exact cause of Finubar's death. Right now, his body is being preserved by the Phoenix guards at the Shrine of Asuryan, but you could try to negotiate with both sides about examining his body. [2 dice]
-[X] - Not just a formality. Even though the Queen of Avelorn already has a chosen one, a closer relationship with her would be extremely beneficial to you as a king. For many millennia, dealing with her has been nothing more than a formality, but with her full support, there is no force on Ulthuan that can resist you. [2 Dice]
-[X] - Reclaim your titles. Most of the Kings of Ulthuan, since Caledor the Great, have renounced their previous titles as evidence of their future impartiality and willingness to serve not only for the good of their native land, but of Ulthuan as a whole. However, you could keep these titles for yourself, for example, as a demonstration of your loyalty to the agreements that gave you this throne. Undoubtedly, the aristocrats will like it if you demonstrate dependence on them in this way. [1 Dice]

Leaning towards this option, but this does feel like we have domestic policy to focus on for now.

I tried to come up with a good name for the plan, but I couldn't decide what to do with domestic, so I tried to make it rhyme with another thing that I was hoping to focus on.

Maintaining our military power is very important, both on land and on sea. Arming our basic troops with both range and close quarters weapons will have a significant effect on our operations everywhere. Speaking of everywhere, our fleet are our main asset to project power and actually use our armies. Building more ships will allow us to deploy them more easily.

Concerning the Everqueen, having her on our side will help us to reform more. Visiting Avelorn next will butter her up. Alarielle will likely also be important for solving our population problem, being the priestess of a fertility goddess.

-[X] - The Lothern Sea Guard, being the same militia, at the same time surpasses them, because it wields a spear, sword and bow at the same time. Isn't it a tempting enough ideal to follow? Takes 3 years.[2 dices]
-[X] - Tiranoc is experiencing a renaissance. Before the Sundering, there were shipyards comparable to those in Conthique, but they were flooded centuries ago. Maybe it's time to restore them? Takes 3 years.[2 dices]

It's kinda an odd thing to notice, but there honestly aren't a lot of knights for Ulthan, now that I think about it. Even though, they in part inspired an entire kingdom, whose whole shtick is being Knights for the best Not!Round Table.

[X] Plan Domestic and fornensic

Like this one the most so far. Also, we should consider getting improved diplo relationship with Old World, since we know thar Archaon is coming. Ideally with one of the bigger powers , like Empire or Bretonnia.

EDIT: just noticed the plan has us reclaiming the titles. Don't want to do that.

That or cause some trouble in Norsca and make them a shield to Kislev, who is apart of the forces of order. Hey, @Karlov do we get a rumour mill after each turn?

Figured that I may as well read the original quest in order to figure out just how much of the mechanics and system is being drawn back over.

I believe his thought process is: if this is a spiritual sequel to Ultuhan quest then the solution to Dragons might be similar to that quest; Dragons need to get off the isle for a time.

[X] Plan: Basic Military Reforms and Investigation

I'm opposed to reclaiming our title. This isn't TW where getting more land means we can get more income and actions. We are strapped for influence and having to add administering to a Kingdom on top of Ulthuan itself seems foolish.

It just means more options that we can't pursue because we need to focus on our job as King.

Personally, from me, that is a relief to hear from you @Imrix that you're going to be able to see another shot at this quest again. With that said, what are your thoughts so far?

With actions that take multiple years, does that lock up the influence dice for all those turns, or will we still have 6 dice the next turn?

Also, the personal questions options have no skill check. Does that mean assigning 2 dice to them gets no benefit?

You are ignoring content by this member.
No, they get locked up for the number of years they're assigned. Hence time to start making more influence to get more dice. I cackle at SV questers when they get a dozen dice to use up a turn.

Which would mean, if the current plan wins, and we don't get any new influence dice, we'd only have two dice to use next turn.

Unless our bond with the Everqueen gives us more dice, which it hopefully would.

Given more dice means more military and other actions in the long term, I think we should set aside other actions for now and just focus on actions that might give us more dice. Those look to be:
[] - Not just a formality.
[] - Reject/Reclaim your titles.

There are also numerous actions that will please one kingdom or other, and hopefully if we please them enough, we might get influence?

I'm worried about the currently winning plan locking up all our dice for ages, and not putting enough focus on getting more influence dice to replace them, so I've done my own plan.

[X] Plan Winning Friends and Finding the Truth
-[X] - Avelorn. A visit to this kingdom will also lead to a year-long ritual marriage to Queen Alarielle, though hardly anything is required of you. Alariel has already given birth to her eldest daughter from Finubar, who will become her heiress, so you just need to keep up appearances.
-[X] - Suppress the dark elves. Probably the main maritime problem for the Old World was and still is your brethren who followed Malekith. Is it any wonder, therefore, that it is better to try to suppress their threat. But it is worth recognizing that when looking to the east, the struggle against the Nors will be weakened. This decision will obviously be popular with the western outer principalities. - 2 dice

Undoubtedly, the aristocrats will like it if you demonstrate dependence on them in this way.
-[X] - Collection of information. So far, there has been little progress in the investigation into his death. Perhaps you should make your own efforts to intensify the search?
-[X] - The involvement of the masters from the White Tower may be useful in determining the exact cause of Finubar's death. Right now, his body is being preserved by the Phoenix guards at the Shrine of Asuryan, but you could try to negotiate with both sides about examining his body.

This plan focuses on winning influence and investigating the previous Phoenix King's death.

Supressing the Dark Elves is an excellent action - it wins support from multiple kingdoms in the west, it increases our security, and with the Norse supressed for now we have a window to do it without much risk on that front. If the DC is the same as the Norse action, by assigning 2 dice we have about a 80%-ish chance of a middle success, and a 40%-ish chance of the best success.

One die to charming the Everqueen and rejecting our titles to hopefully gather influence. Extra dice above one appear to have no effect (though correct me if I'm wrong). This is critical, as it gets us more dice, which leads to more actions.

2 dice on 2 different investigation actions. Seems like we have good odds of one of them turning up a lead, and we need to get that done before the trail goes cold.
