Japanese disloyalty needs to be dealt with asap, this plan focuses on that.

-[X] Low Centralisation
(Lower centralisation +25% to production and income should things work smoothly)

(+2-5 Loyalty to the chosen group, -2-4 With Influential Colony Members)

Martial: 1 Action
-[X] Establish defences around the Colonies towns
(+2 Loyalty amongst all military groups and civilian population.)

Stewardship: 1 Action
-[X] Assemble System Support Craft
(+3-5 Loyalty amongst Representative groups with space assets and Influential colony members, -2-4 Loyalty amongst Military High Command)

Intelligence/Intrigue: 1 Action
-[X] Screen the colonists to help Direct them
(Increases the Growth of all sectors due to your generous Grants.)

Learning: 1 Action
-[X] Animal and Plant Biome Research
(Will allow for faster Expansion and Growth while avoiding the local Animal Threat)

Personal: 1 Action
-[X] Improve relations with a group: The Japanese
(select a leader group to improve their loyalty by +2)

-[X] Assemble System Support Craft: shuttles are good at what they do but they are not dedicated mining ships and cargo haulers and while the stations within the hulls of the fleet can be easily assembled, the craft they use will take time to get underway, thankfully it's not hard to get their frames and hardware set up before the time, though it will require some of the fleets limited supplies to do so. (+3-5 Loyalty amongst Representative groups with space assets and Influential colony members, -2-4 Loyalty amongst Military High Command)
A fleet of support craft might help with the other options so a good place to begin
-[X] Start-up Construction of Industrial Zones: The Colony has the barest definition of an Industrial base outside a few factories and manufacturing facilities. Have a few of the supplies aboard the fleet directed to easing the future expansion. (+3-5 Loyalty amongst influential colony members and Civilian Population, -2-4 Loyalty amongst Military high command)
I think we brought spare food leaving time to start with factories.
These are both Stewardship Actions, and we can only choose 1.

"So I've already had the necessary equipment loaded up and units dispatched, now the good news is that we should be able to deal with them though plans will have to modified if we're going to survive here till we can reconnect with the Earth Federation".
I believe this should be Terran Alliance, this isn't UC Gundam I don't think. Unless that's how we end up with space colonies lol.

I like your plan.... But I think we need to set up our Space Yards to both maintain our Ships and prevent loss of institutional knowledge. It also makes the Japanese more reliant on us for ease of mainitaining their own Ships, all while we build more of our own Ships to slowly outnumber them.

I'm of the mindset that we (or any starter Colony) need to firmly establish our needs for having a long-term survivable civilization, even if/when we lose the (civilization relative) 'Short-Term' ability to maintain our Spaceships.

A 'from the ground up' mentality; I would rather have ongoing (non-catastrophic) political 'problems', then (naively) 'solving' those immediately but having no Agriculture-Industrial Base. Also we can't fix up our spaceships if we can't even fix and replace our farm tools and cars.

I actually would have preferred we go FULL SPACE BELTER plan.

Get a System with loads of Belts full of Ores etc and just set up a Civilisation completely off Planet.

On first glance that seems like a powerful situation to want, but...

Making a (self-sustaining + stable) colony is not easy or even a guaranteed sure thing.

If a habitable planetary colony "fails", we all end up in a medieval or 20th (NOT 21st) Century society / tech-base.

A 'failure state' or even a slight (strategic) malfunction in a space/asteroid society would result in many or ALL of us being vacuum-ruined/preserved corpses.

Plus, as it stands now, we have the potential of wrangling ourselves some profitable megafauna 'beasts of burden', can't get that awesome-factor on a space rock base.

Hey! I just realized:

If were making our first colony / capital on a planet filled with Dinosaur-like Megafauna, can we have a dinosaur for our Emblem/Flag?

That would be awesome!

Given what passes for some faction emblems in canon (fucking Marians), it's actually not that ridiculous. I just hope it's more stylised like the outline of a wyvern skull (what we have are Monster Hunter ones and not actual dinos) rather than detailed like the Californian bear.

Personally I was more thinking a whole dinosaur, in a style inspired by / comparable to the Rim World's Republic shark thing.

Or even something like the the Draconis Combine / Kurita emblem. KURITA BANZAI!!!
