Sure, but why would he ask that? His current position is that he doesn't do that, and has no intention of starting to do that. That's what his entire talk with Argon was about, that Vulkan has decided to intentionally not lead his sons, so any plan that starts with 'well, Vulkan can lead his sons' is skipping a very important step in getting Vulkan to massively change his opinion (if you want to go that route). Alternatively, if we do want the Salamanders, then we need to approach the Salamander high council or whatever and make our case to them.Vulkan is a primarch.

IC it's a terrible idea. OOC it's cool narratively. People who can't stand each other having to begrudgingly work together to stage something is great. At the end of the day, I suspect that a vote for approaching Vulkan would effectively be a vote for approaching the Salamanders' council. I doubt that Maugan Ra would throw away people's votes like that, and if approaching Vulkan is a dead end then it will probably be so regardless of whether we phrase our vote as approaching him or approaching his legion.
