I figured the stand-in would be Albedo 10k, seems like a suitable replacement as he's even more of a "negative image" version of Taylor than God-tripping Kevin.
I do still wonder how we are going to get Kevin to realize he's using his powers in an unhealthy way. I've always liked Kevin from Alien Force (and felt bad for him in the original, guy didn't sign up for that) so I'm all for getting him off the juice and into concrete and steel. But... he doesn't even have any alien features, so how do you even begin to work that out? Maybe a DNA scanner?

Assuming we don't go with the weird "Kevin is actually a Human Mutant" thing which breaks Ben 10 canon hard, honestly it shouldn't even be all that difficult. Scanning & Manipulating DNA is what the Omnitrix was literally made for. The main issue is that Taylor doesn't yet realize the Omnitrix is the universe's most powerful DNA Editer and that she's not just putting on extremely convoluted costumes.
The Big Top itself. Zoe waves the three of you down as you approach the big top, a huge smile on her face and a stick of cotton candy in her hands. "Cool!" Your best friend's mom says, "You guys are just in time. The fun is about to start."
The rest of the crowd is starting to make their way into the tent, and you follow after Zoe, up into the stands. Once everyone is settled, both your own little group and the rest of the people in the tent, you notice the way that the door to the tent folds closed, making everything just a little darker.
With a flash, there is a single bright spotlight that shines down into the very middle of the tent. Then, tires squeal, and what has to be some kind of RC car comes riding into the room, before coming to a stop in the center of the tent. Then, the door of the little car opens, and somehow a slightly fat, overweight clown comes stepping out. It boggles the mind that the guy managed to fit in their, but he did. Somehow.
"Welcome, welcome. One and all, to the one, the only Traveling Circus of Laughs." The clown calls out, his voice almost echoing around you, like... Like... you don't have the words to try and describe what it is like, even as a simile. "I am Zombozo the clown, your host with the most for the evening." The clown, Zombozo says. "And ohh... Have we got a show for you tonight. There will be thrills, there will be chills, such sights to make your hair go white." The clown laughs, and there is something about the man's voice which just sends nails down your spine.
With a clap of his hands, the door to the tiny car that the man entered the ring in slams shut, and the car drives off all on it's on. "So..." The man says with a smile. "Let's begin."
The center of the massive big top tent may be a ring, but that doesn't stop there being 'Corner' as it were, each marked with a large metal brassier that bursts into flame, making the inside of the tent all the brighter. The crowd claps and cheers, and Emma's eyes go wide from where she sits between you and Sophia, clapping with glee at the simple trick.
Zombozo the clown bows again, before spins, rising to his feet and pointing upwards, "Now! Ladies and Gentlemen, boys and girls of all ages, turn your eyes to the skies! Behold, for your viewing pleasure, champions of their craft, masters of the skies, the death defying Soaring Swallows!"
Zoe is the first to look up, your best friend's mom gasping in surprise at what she sees. Looking up, your own eyes go wide in surprise. The Poles holding the tent up seem so much bigger, here on the inside, and looking up to see six people, split into three groups of two so high up is a little surprising, and just a bare bit nerve wracking.
What's even worse is the fact that you can see them clearly. There is no net to catch them if something goes wrong. One of the Soaring Swallows breaks into a dash, darting forwards before throwing himself (herself?) off the edge, one hand casually reaching out and grabbing hold of a swing that you hadn't noticed. Now that you've got a moment to see slightly better, you can tell that this first girl is not a man, but just a teenager. Reaching the apex of the swing, she lets go, flipping over and catching the next swing with backs of her legs, locking the wooden bit that they hold onto behind her closed knees.
There is something off about all of this. Something niggling at the back of your mind, a strange sensation that... Then as she once more reaches the top of the swing, it isn't her that lets go, but instead one of the other trapeze artists rushing forwards, leaping into the air and catching the girl's hands. What follows is honestly a majesty, a swirling whirling mix of mid air acrobatics and death defying leaps that send shivers of terror down your spine. Even just sitting here, you can't help but rest your hand on the Omnitrix on your wrist, some part of you screaming out that you need to hit the activator.
That you need to be ready to step in and save someone if something goes wrong... But you can't do that. Not here, not when you are surrounded by so many people. Back and forth the people soar, and the thing that throws you the most, is the sheer confidence that they all show. None of the people up there in the sky seem to worry about any of this.
They don't seem to fear that they are going to fall, just a complete and total confidence in themselves. You can't help but envy that level of confidence. "Wicked." Sophia says breathily, her eyes flicking from one person to the next, even as she all but leans over the guy in the row in front of them in order to get a better look at what is happening.
And this is just the opening act. What follows is just... More of the same really. there is a bit with a clown being chased by the clown car, as two clowns lean out the windows, throwing pies at the fleeing clown, and a lion tamer who makes the big catch play catch, then rides on the beast's back, before finally sticking his head into the creature's maw, all without any kind of protective gear.
Again, something rubs at the back of your thoughts, a pressure and a weight that... Then there are the three women who sing while standing on top of a horse's back, actually leaping from one horse to the next, all the while a man on a unicycle rides between the group, playing a trombone, and the thoughts you had start to fade, replaced with just how impressed you are at all of this. Then there is another act high up near the top of the tent, where two men start to walk on a tight rope. That's not all of it by far. Somehow, while all the things were going on down on the ground, a great number of tight ropes have been set up, close to, if not more than a dozen. Which makes the fact that the two men are moving out onto the tight ropes while wielding swords all the more terrifying.
The two acrobats rush towards each other, their swords flashing in the bright light of the spotlights held on them. The two crash against each other, the thin blades sparking off one another as they press one blade against the other, before one of the two flips up, over the others head, before landing on the tight rope on the other side of his opponent. Back and forth the two fight their blades shining before one twirls, dropping down into a crouch and you realize something terrifying.
He's grabbing hold of the rope. What you fear is about to happen does, and you (along with the rest of the audience) can't help but gasp in shock and awe as the rope is cut. Both acrobats manage to catch hold of one end of the rope, and start to swing through the air, out towards the edge of the tent, before swinging back towards one another, their blades flashing through the air and sparking off each other once more. There...
For a third time, you start to realize that something is off, but you can't put a finger on what it is. There is something that just... With a flip, one of the acrobats leaps free of their rope, clashing blades before he grabs hold of one of the other tightropes. Bringing the blade up to his mouth, the acrobat swings back and forth under the rope, managing to flip entirely over head, spinning once, twice, and then three times before the Acrobat lets go, soaring up into the air. Carefully landing onto a higher tightrope, the acrobat does a flip, catching hold of his sword, before motioning down to the other acrobat which starts to climb up the rope.
This time you catch it, the moment where the off feeling seems to almost be pushed out of her head, leaving you confused and dizzy, and with a groan you start to stand, barely managing to keep a hand on your head. You glance down and away from the spectacle, only to blink...
Something is wrong. Very wrong.
You are all of a sudden completely and totally exhausted, actually gasping as you sit there, trying to understand what is going on. Glancing around, you realize something strange and definitely worrying. Emma has collapsed back, the girl still looking up at the spectacle above, even as her face takes on a worryingly ashen color. The same is happening to everyone around. Sophia is doing slightly better, the girl gritting her teeth, hands clenched and shaking, and yet she still looks up to the sky as well. Zoe's red hair is turning paler and paler, like she's growing older even as you sit there, watching.
You try and struggle to your feet, gasping and heaving even as you try to do that much. You need to do something.
You have to do something!
Stumbling out of you seat, you try and make your way towards... No... Away from the center of the tent. But with every step, you find your vision starting to grow dim, and you can barely even think. Stumbling down into the cold and comforting dark, you...
You need...
Do something.
[ ][???] Right here and now you can barely think, you can barely move. What do you do? 15 words or less.

[X][???] Use the Melodic Multitool's warning signal to start an evacuation, try to call outside help.
Snapping people out of it should probably be the first thing we try, Taylor has no idea what is actually occurring at this moment.
The multitool came with a feature that can be used to call people if we don't have a Ward phone yet, which will achieve the same thing as running all the way back to Brockton Bay with XLR8.

We need to stop ourselves from being drained and get help, and we're not strong enough to guarantee a rescue of anyone else.
Once we're not actively being drained, we can probably think better to make a more complicated plan, and Dragon can get backup here with calls faster than a cape that's only barely-known and would need to be confirmed as legitimate.

The others (besides maybe Multitool Evacuation) doesn't sound like good ideas since a panicking crowd would be a very bad thing in an enclosed space (especially with the added danger from the Pele option).

I agree Zomboso takes a while before he starts so we have time, but if he run to the PRT he might escape without us knowing so it's best to stay Close by just in case
Also as a note, if we can barely move from how drained we are, I doubt most of the crowd is in any shape to evacuate even if we snap them out of the trance. So any plan that relies on the civilians to save themselves is probably not going to work.
Since some of the plans seem to rely on that, I thought I would point it out.
