Unifying the Remnants into a new form, and hopefully removing the rot and corruption during revival sounds good to me, I would have gone for Survival, but thats a Reactionary type of thing in my view

Eriadu is quite nice, having a quite decent base, and while Unknown Regions might have better, it is also very much likely to be worse off in many key areas, including the Population needed for major actions.

Imperial Commandos and Spies, are obvious because counter-intel is a necessary thing, we need to setup a intelligence and counter-intelligence system quickly Post-Collapse, since most Remnants and a large swath of areas are still Hostile, Commandos are beneficial in the long term as well as an Elite Cadre of trainers and mentors for the next Generations or if needed Actions, especially with Cloning in my view, thats a very very needed thing, though this time, several templates for Clones may be better.

Industry is another thing we need to setup quickly if we want an advantage, so Jeanayan is quite a nice one, though I do see that Megaprojects one, and it may fit for Eriadu just as well for Envrionmental Cleaning and Ecosystem reclaimations or such, since Eriadu is a massive polluted planet

Bleh, why are so many people wanting to run to the Unknown Regions? That's the boring option. If we're gonna play as Imperial Remnants fighting the Rebellion, let's well... start in a place that lets us actually fight the Rebellion.

I don't suppose I could convince any of you to switch your vote for leader to Jeanayan Hinruss? She's gonna have all the fun public support options, which we are probably going to need if we are taking a bunch of Imperial loyalists into the unknown regions, and afterwards for when we make our triumphant return. Nothing gets the loyalty of the people better then good ol bread and circuses.

The Empire is divided, shattered into bickering Warlords and Remnant states. Only in unity can we stand against the New Republic. (Ends when the remaining Remnants are gathered under your banner and peace is made with the New Republic, one way or another)

The Emperor had the foresight to prepare a secret enclave in the Unknown Regions to ensure the continuation of the Empire. Assets we will make use of. Even if the project was unable to be completed, it still contains ships, depots and industrial assets all waiting to be awakened. Hiding and in secret we can build up, waiting for the right moment to reveal ourselves.

Developed for deep space construction operations, the Novator never left the prototype state. We have one and it should prove useful for constructing void infrastructure and industry. (+10 roll bonus to space Infrastructure and Industry projects, can be destroyed)

A Genius in multiple fields, Doctor Sambrag participated in multiple Imperial research projects throughout his career.
Academic: +5 Roll Bonus to Service Dice, +10 Roll Bonus for Developments
Civilian Staff: +1 Service Die
Overworked doctor: +5 to all +health projects, more efficient +health projects. Poor personal health may cause problems.

I'm very much not a Empire fan boy but I do believe that if the Empire hadn't been run by a Twisted Old Duck, it might have worked. So I am leaning towards Supremacy. And no small part because I want be a good Empire and believe that's what we'll largely end up choosing thru the quest. Killing and enslaving because it's fun just doesn't work out.
Would you end up penalizing that or limiting choices that lean away from a cruel and evil empire?
What does passive corruption growth mean?

I want to be the hidden Imperial enclave with a secret moonbase, a diabolical genetically-enhanced super-soldier science program, and several teams of elite commandos and saboteurs wreaking havoc on the New Republic from the shadows.

Pretty solidly defined Empire villain-antagonist territory with plenty of room for Commando action scenes and intrigue, with the potential for all-out warfare in the end-game/far future.

Also, the Doctor's debuff includes a +5 to health projects. Sign me up!

What does passive corruption growth mean?
1. Free for all for the turn 0 choices.
2. Yes, you wont be able to genocide planetary populations, open fire on unarmed, peaceful protesters or work people to death. These kind of options wont be available to you.
3. Corruption is a 0-100 value. Passive growth means it goes up by 1 each turn.

Edit: The whole bad guy-disclaimer is more to keep the unironic Empire fanboys in line who may appear.

Unknown Regions is rife with resources and dangerous aliens. Mobile Industry is incredibly useful no matter what. Cloning is incredibly powerful when used correctly. And the UR comes with some of the more entertaining tech options anyway.

You have a point about the unknown. Though I think that unknown should be taken with supply depots for maximum effect.
But we'll made droids beat out clones any day!
