He's a soft heart, so the plight of the italian man, forced to answer to foreign kings, to fight his fellow italians for men who do not hold his loyalty, denied pride in his leaders and certainty in his cities fortune.
He is a politician, so he can appreciate the lasting agreements of aid in war and peace ensured by a unification treaty over haphazard agreements with city rulers who might be beheaded and replaced should a city be conquered.
He is a man of power, wealth, and influence, so he can appreciate the ability to focus on developing a navy military and merchant for controlling the mediteranean trade routes while the nations land armies deter continental armies.
Now, to put that into a speech.

Rather than it's various city's negotiating as lesser powers, often limited by the poletics of typically foreign masters, the whole of italy would have the stength and authority of a nation, unrestrained by the policies of foreign governments. Trade agreements could be maintained for years or decades, rather than however long a city remains under specific management. Foreigners could not afford to carelessly break agreements, lest they face the wrath of all italy. The ability to project true power into the mediterranean sea to influence trade and prevent piracy."

An end to the ability of foreign armies to simply march thru it's less prosperous lands unchallenged to seige it's cities. The many ports and navies of Italy working together to seize control of the mediterranean and project Italian power across it's many shores. The combined wealth and manpower of the cities working together to establish and secure it's borders, preventing foreign armies from intruding at will."

Those who must depend on the protection and generocity of foreigners because Italy has no unified navy to devote to guarding it's merchants. The city folk, who must forever live in fear of the next conqueror who will sack there city to take it's wealth and control it's trade. The whole, which has no established rights or greater identity that only exist in the confines of a true nation. Unified, Italy can provide it's good catholic people the protection they deserve, the stability for which they pray, Leadership in which they trust and believe, and the National Identity and Pride Italy has been denied so long it is beyond most mens imagination. If you love the Italian people, help them become more than the victims of the great powers of Europe."
