Chiang Kai Shek is the leader of Nationalist China, not Communist China.

I'm borrowing a bit from Korean politics and that of Taiwan... in that, they both want to reunify, but the leadership is incompatible with one another.
The People in the North will be heavily industrialized, with a strong military economy.
While the south will diversify a bit after an economic miracle and restoration of the Republic from dictatorship.

Also, in case you are wondering what happened in china, Maos push south was stalled at Shanghai, with one division of KMT soldiers holding the city for over a year with no support, save for supply drops and the occasional help from US Special forces who were more helping with medical support then actual combat support.
And once the CCP couldn't break Shanghai, and the KMT was reorginzed, there was a massive counter-attack from all across china pushing the communists back all the way to the Yellow River, before the truce was signed.
The CCP wishes to regain the momentum and have been requesting soviet assistance to train, arm, and modernize their industry, while the KMT have been taking part in a massive hearts and minds campaign in the south, promoting anti communist propaganda, and building industry in a way that will prepare them for another war.
Basically, the stage is set for the SEcond Chinese civil war to be this worlds Korean war.
