So uh, there's going to be another choice or two after this. The fight is nowhere near over, which means a lot of these options are likely to show up twice. Like the 'lose someone you care about' and 'civilian population' and of course, 'rose is damaged'. If we're going to vote meta style, we ought to do full meta. Which of these options are we going to double up on, or refuse to take no matter what, when we get another choice but worse?
Likewise, it makes sense to take out irreplaceables of the enemy fleet, to help limit their options, even if it doesn't break up the mass of ships they have.

Trading civilians doesn't really limit our later choices except limit how many times we can burn them, but if an ace pilot or ship gets fucked up, it will limit what we can do for the rest of the battle. When we're on the last legs it'll be clearer to torch the rose or roll the dice on our friends for that final extra push, but if we start burning those assets now, they may not be around to burn later, even if you're willing to.
Since the enemy fleet is trying to burn everything down, I feel the only way to fully protect the civilians for the rest of the quest is basically burning literally everything, and I'm not willing to do that just yet. If we choose to let the civilians burn now, we'll be in better position to protect what's left instead of being into ugly forced moves that don't really give us what we were aiming for.
