A true hero... in training (Pokemon Gym Leader's apprentice quest)

I don't know enough to tell whether Maylene is ready to be a leader, but everyone can always get better. She should take this as an opportunity to improve herself instead of a statement on her leadership skills. Maybe Bertha would be willing to teach her?

Threat level
Now that the topic of Threat levels is brought up... Here is the scale:


Level 1 - Standard procedure.

Level 2 - Travel outside designated areas is inadvisable without at least a badge. Travel outside designated areas without pokemon is forbidden. Patrols recommended.

Level 3 - Travel outside designated areas without at least two badges is forbidden. Travel on foot without a pokemon or escort is forbidden. Novice trainers should travel in groups of at least four. Patrols are required. First level of Crisis: An E4 takes control of the situation until the threat level is reduced.

Level 4 - Travel outside cities and towns without at least four badges requires league permission. Business roads between cities are protected and used for the transport of resources to keep the region stable and working. Second level of Crisis: The Champion gets involved.

Level 5 - All civilians are moved into safe positions and protected by league trainers. Martial law is instated. The High Sinnoh Council step down from their co-leadership position and become advisers to the Champion and E4. Normal leadership only gets reinstated once the threat level is reduced.
Third level of Crisis: According to the international treaty, other region's champions should get involved. Only the High Sinnoh Council can raise the threat level to 5.

After an injury like that it's best to recuperate and prepare. Let Bertha take charge for a little while and learn as much as you can from her. There's wisdom in learning from someone more experienced so you can do better when recovered.
 
She needs support, and she needs to believe in herself. Continuing to try even when you're not sure you can make it is what makes a real Gym Leader, a real Champion, a real Hero.

On the other hand, continuing to try without guidance will just get her and others hurt. Maylene should come with us and do gym challenges for a bit. Not to train her skills as a trainer, but to train her skills as a Leader. Her master couldn't finish her training, and there's no shame in asking for advice from those more experienced than you.

[x] You can't really fight with your arm in this state, nor should you try to work against the council anyway. If they already voted, try to make the best of it and learn from Bertha while she is there. You are made of tough stuff : plus, we need you in the elite four when we'll be the champion !

What exactly is she supposed to do if she "keeps trying"? According to the rules, Bertha is supposed to take over. As a gym leader, Maylene needs to follow the rules.
 
Honestly - viewing it as stepping down or accepting seems to be a false dichotomy. And emergencies happen - she is not the first gym leader to have had an elite 4 come in.

Something unusual and very bad is happening -and Maylene is still young. It's not a demotion - it's an admittance that she's young and inexperienced. And frankly unless they can figure out why the pokemon have gotten more aggressive there would be no way for the gym to push back the problem without help. You need to protect the city, the trainers and stop the cause. And Maylene might not have the manpower to do so yet - and near certainly not the leadership to have individuals she can delegate to and probably not the experience to realize that she's treating symptoms and not the cause.

She shouldn't fight Bertha coming in - but working with her because the city is more important. That is the job of the gym leader - not her pride. And admitting that you were wrong or that you need more training is not giving up - and Bertha is an opportunity to get the leadership skills that Maylene needs.

To be blunt, I think that this is in Maylene's best interest. I don't doubt her passion or drive, and the sheer fact that she's already a Gym Leader at her age speaks wonders about her. If she stayed in her position as Gym Leader, there's no doubt in my mind Maylene would give 110% to try and solve this.

...The problem is, that's the exact reason we can't let her continue as she is. Maylene has been running herself and her Gym Trainers ragged trying to keep the routes out of Veilstone patrolled, and we can see what happens when they inevitably bite off more than they can chew.

Maylene was only looking at this from the perspective of "I'm a Gym Leader, I must solve this problem", when, well, that's the utterly wrong view to take. Gym Leaders aren't just strong trainers who exist to give out Gym Badges, they're key figures in a community. A Gym Leader can't afford to just try to solve everything themselves, they need to be willing and able to ask for help from the community.

Like, Akahime and all her disciples are currently living in Veilstone. They could've been enlisted to help with patrols. They are probably a few strong Trainers who live in Veilstone that might've joined in patrols. The Veilstone Department Store would've most likely been willing to shell out for stronger Trainers to keep the routes patrolled so that they would actually get out-of-town customers. In short, there exist numerous people and resources within the Veilstone community that the Gym Leader has to be willing and able to tap. And as far as we can see, Maylene didn't really do any of that. She didn't consult with the town's current Uber Trainer to see if she'd help out. She didn't try to organize the Veilstone Trainer community to get stronger people for patrols. She didn't talk to the Department Store company to see if they'd be willing to just hire some Trainers from out of town to keep the Routes clear.

For shonen heroes, the answer to any problem is just to Try Harder. Unfortunately, Gym Leaders can't afford to be shonen heroes. They need to be able to delegate, they need to be capable of acting as a leader for the community, they need to be able to negotiate for assistance with other entities or organize their resident Trainer population if they judge a problem too big for only the Gym Leader to handle.

While I agree with most of your post, remember that Akahime and her group are still vigilantes. Which is illegal.

Something under the table Batman-Commissioner-Gordon style might have been reasonable. But rocking up in Maylene's usual style would have...well, it probably have caused more problems than it solved. And that's assuming Akahime would have worked with her to begin with.

If you see I started another quest don't panic. It's an experimental one to do different stuff and will write it only when I can't write pokemon or MHA.
 
Isn't this going to be happening over the next week while Haru is in town? I'm expecting Maylene to learn from Bertha and then take up her position again afterwards.
