Maybe play as Gintoki? The free officer play style is how he works.

So would the Pirates and Bandits stay human or would they be a mixed group of different kinds of enemies from any media?

could just be like Kaeji Maeda, Musashi Miyamoto, etc. We could simply just wander the land and jump into battles on our own side and leave whenever we completely demolish both armies or are forced to retreat. We could completely structure ourselves to be the king of a certain field and then just refuse to join a nation or start one causing the rulers to always fight for our affection since we're the wildcard that can tip the scales.

That or we can just cause some chaos like Kotaro Fuma and keep in the country in chaos until we're bored. Stopping anyone close to making things peaceful.
