Yeah, Ken might not quite be able to ignore going down to half. But that's why we have Dia to help us.We have 17 HP, and no idea how much damage these Shadows can inflict. Plus, rather than be Critical Existence Failure, HP loss here does affect the characters' bodies. So getting down to half-HP probably won't be something Ken can casually ignore.
Regarding Zio, we did have a training session trying to master it, remember? The light bulbs that kept exploding and melting. Really, Zio & Dia are likely tied for most skilled, followed by Hama. Cruel Attack was used once, and Kouha never.
We don't go unconcious until we hit 0, and both Ken and Morgana have Dia for heals. The middle of a fight isn't exactly the best time to be experimenting with our powers, especially when we don't know how we stack up against these guys.Besides the fact control training is always relevant and useful... My point is simply Ken is much more skilled with Zio than Cruel Attack. It shouldn't be too hard for Ken to develop a Channelling Trick for it, whereas he doesn't have enough grasp of Cruel Attack to develop a similarly useful one.

We just can't summon a Persona. Also, We can use Zio a grand total of two times. Even with consecutive attacks that isn't worth much.

And if P5 is any indication, without commands from us, Morgana will be spamming Garu everywhere, so I don't think we will really need to cast Zio more than twice for All Out Attack...
