Do you want to tell her she did good, but she should wait until the Scarlet Doomsday Cult is fully formed before trying that shit? Like, the subvotes that are there? They're there because, from my perspective, Flan has no reason to visit Tarbin unless she wants to try and get her released to her service, or she wants to kill her.

In my opinion, I think we should at least tell her to stop killing people; It's not nessearcy for her to do that anymore, and frankly, if we don't, she's probably going to try every single time we show up, or going to try something very risky later on.

Maybe, but do you have ANYTHING beyond that? Because she's jailed and probably considered insane now, so I doubt she's doing much unless they relax their security and escape.

We'll probaly have to mention this to Remilia... 'I accidentally made cultists and Bureau probably suspect it was me, how do we deal with that?'

I figure by Character Development we actually DO have responsibility for her now, so we should take care of her and take her back as a servant OR otherwise put her out of her misery
 
The key word in that vote is 'try'.

And I for one don't care to have her around in the base destroying much of the effort made so far regarding social, in the event that it even happen.

A shame... maybe we can come back for her someday, but yeah right now is not feasible.
Unfortunately 'someday' isn't likely to be a very large window. And while there isn't much we can do, it behooves us to act.
That being said... I'd have liked to be able to see how sane or not she is before deciding if we were going to execute her, take her with us, or apologize to her and leave her.

She immediately went to murder someone for their heart and try to see us, probably the moment the interview started once she knew where Flandre was. That should tell you enough.

And I for one hope to see some of Satsuki's progress in combat with the next mission.

Is Flandres charisma always at the same level, or can she boost it by focusing or something?
Like her control over the flow of her magical energy, it's erratic. She doesn't consciously use it because, while it usually does make someone loyal, it also basically melts their brain, generally making them useless for anything and leading to death within a day or two.

Let me rephrase. "How controllable she is." might be better.
She may just be a gibbering mess with no mind left, at this point, or she may merely feel compelled to do whatever she needs to to serve Flandre. If it's the second case, a few simple commands would render her comparatively 'safe' until such time as she could be brought more comprehensively to heel.

But she was Flandre's first minion, and Flandre was so happy when she realized. Just letting her get put down doesn't sit right with me.
I'll acknowledge our priorities are probably pretty different, though.
