If we were making hide huts I'd agree but the tribe will already be attempting novel construction, may as well let it be the best we can in the timeframe.
Leaving 6 turns for shelter to cover any mistakes or unforseen events is plenty.

We need 3 to make our camp.
One for preservation.
I'd set two at least for actually getting surplus food before winter.
That leaves us with 3 other actions, of which I spend one on getting water-resistant roofs and leave two for failures or surprises.
