[X] This year has showed you the seething pot of madness on which Durrahe keeps a lid. You can't make Virmire's research institutes less insane, but you can ensure that they're communicating clearly. Perhaps it's time to institute a review of their reporting procedures. When you're giving them funding like you are, you'd appreciate being notified of what the hell is happening to it. Gain an option next year to review and update accountability requirements for research programs benefiting from federal funding.

So vote seems to unanimous except for that one guy who I think copied the vote wrong.

[X] Actually, you know what? Communication isn't even the issue, here. We should just give research teams enough money and guns to handle problems like this themselves. It'll totally work out.

[:V] From now on, every research team will have its own battleship squadron, just in case. Even if there is no sea on the planet.

Honestly, I don't really see the point of this vote. Picking the winning option just adds a new option next turn and the other one does nothing. Could have just skipped this whole process and added the option anyway, since we still have to debate using one of our yearly learning actions on it.

There are two things I can see. First, it's something to do while Poptart is working on the next post. Second, it was to give us the option of a write-in in case we could come up with something that Poptart's didn't include or that handled it differently or something. The "Nothing" vote is just there to have another option or in case we really, really don't care about this for whatever reason.

OR. They are deliberately dumb.

Because the Protheans canonically fought a war with a group of machine intelligences in their history.
And really did not want to risk sapience in their own combat robots, and would rather accept reduced capabilities instead.
Just as modern Predator drones have controllers to tell them what to shoot, and there is vociferous objection to autonomous combat drones IRL.

Simply put a couple people as field coordinators.
Which invites the question, why are they doing anything at all in the absence of a (Prothean?) controller?

Honestly, partly these. Also, this makes it immediately clear to me if there is any interest at all in this option. If an option doesn't get picked in year posts, there's no obvious way to tell why. Could be for action starvation, could be for disinterest.

Entirely a formality at this point, but:

@PoptartProdigy Are these looming economic problems being spoken of any beyond whats come to our attention so far- (way back on the turn 17 threadmark)?
4: Your perennial and stubborn adversary, Sugoma Damnir, won himself a seat in the Assembly, and speaks frequently on the need to look to Virmire's economy. He's one of the aforementioned insightful ones, and has been pushing hard for a renewed focus on economic programs.
I kind of want to recruit this guy as an advisor/Hero Unit to amp up our Stewardship options.

No, the looming economic collapse from decades of total war and blockade seems quite enough without adding more.

At least we aren't suffering from depletion of able-bodied working age population from the war we are in. :V Quite amazed at our relatively low casualty rate, all things considered.

Yeah, as Poptart points out, in a space-naval war against the rachni, a planet's casualty rate is likely to be a pretty much all-or-nothing affair. Either the rachni are killing about as many people on your planet as traffic accidents do, or they kill everyone on your planet, even your cute little space kittens and space puppies.

Wow, they must have great city design to have so few accidents
