Depending on the size of the hotel, I'm going to say probably still on the first floor. It's unlikely she'd get far without seeing at least one fire alarm. She is planning on ascending, though.

Create advantage, which is probably also what Mina wanted to use when declining to attack for a round (to use that one skill). You can do it instead of attacking.
Also, could you please reiterate how you'll let us use fate points in this game (Announce before roll? We can decide after we roll?), since a few GMs have had different house rules for it.

Oh, a fire alarm is a device used to alert occupants of a structure that a portion or all of the structure may be on fire. It's intended to help them escape before the fire spreads far enough to make such escape impossible....It's been so long that I've forgotten what that is.
