You will seek to re-balance the treaty somewhat, looking specifically to enhance and extend provisions on cooperation over military know-how and energy while tying the nebulous issue of threats to both China and Russia to a consultation, coordination and cooperation achieved through the mechanism of regular meetings at all levels. This will distance the perception that this agreement is something of a defensive alliance while setting the groundwork for cooperation on military and energy issues.
