They had issues when it came to the HOW of things.

Plus Tora was a legit criminal in the kingdom for refusing to disarm and raising an Army. The only reason she didn't join Kral was due to Kral's Chosen being a bunch of A holes.
 
What was the disarming for? Like was Tora a general or something?
Tora was involved in a massive political scandel that Esata had to throw her under the Bus to deal with and can't leagally bring her back on because "Troditionalists are assholes, but at least they arn't Kral's Chosen."

Tora was one of her Retainers and Captains of the Hundred Guardians.

Esata was also burned by Tora because Tora was a poor logistical expert and led a small warband to their death that led to the battle that she nearly died in.

Wait, why are we writing in for Tora? Shouldn't that be up to you, GM? :p
Because Tora wants to have some agency in her own recruitment...and I also want you guys to have fun arguing the pros and Cons of margenalizing Esata or Tora, as if you can't give a good reason...bad things will happen. Also I know it was a high roll, that just means things will go smoothly when things finish.

She had conviction you had to give her that...but conviction does not translate into actions. Actions were tangible things she had to work hard into crate and build.

She had moved Hundreds of people...that was the first step to her goal, next came hunting and taking matirial...a less scrupulous step two but also not unheard of.

She however lacked a Third step, building something to defend their so called new home. She did not have the skills to make even the most basic of structures.

Shek were not architechts by any means but even they knew the value of fortresses and longterm defences.

Tora had come to take a home not build one...and there in lies the flaws in her arguement, she had fallen into the same trap as her ancestor's, she was incapible of long term planning that did not have anything to do with war.

She didn't even bring building matirials to even start her society.

So you decided to let her down easy.

"If you do not swear to me and help me honor out allience…" You were quick on pulling out your blade and putting it under her neack.

She knelt as a servent to you.

You entered the tower and noted the finally that now adorned it.

It was cleaner, had a very well made rug, tea set and several men around a table.

The oldest one raised a hand and motioned you to join them.

"I assume you know who I am?" The old master said calmly as you bowed and sat down.

"You are the 55th Kage of the Western Shinobi Clans, based in Bast before its sacking and now you have moved here holding many training camps in the west...my guess financing them through the Hashish trade." You mused as the Kage nodded.

"He is well read for someone so young...welcome Jonathan, My guess is that you are here to observe our conclave...know that you are a guest nothing more...demands and requests are not to be made lightly." He said.

"You are only here due to your actions as of late coinciding with our own in such a way that we had to get involved." The second man said.

"Currently the rebuilding of the Hub represents a massive boon to our trade and our people,so far we have three options for our future...as we have decided to forgo our neutrality in the name of survival."The Kage noted.

The Leader of the Red Sabere's Nodded. "Yes, getting involved in the field is the only way to survive."

The Swamp ninja Jonin slammed his fist in rage. "And Abandon our Shinobi ways, you've spent too long in the swamps!! We strike at their supply lines and hit them where it hurts."

The Red Jonin raised his voice. "Do you not think!! They will expect us to do that!!"

The Conversation devolved into arguments and pointless bickering and squabbles.

"I can see why you rarely call these meetings." You said as the Kage sighed.

"It's like babysitting children...they act like spoiled toddlers." The Kage said as he passed you Tea.

They bickered half the night away and at that point you were getting annoyed. "ENOUGH!!! This Childish bickering has gotten us nowhere!!! Now you will sit and listen!!!"

The Tower was silent as the sheer force of your will was made known. "We are at war, and you all decided to be apart of it against your better judgement...if you wish to leave...you may do so."

None left. "Now...what do you suggest as Shinobi."

[]Assaination: You can't kill the Dust King directly , even the Kage know he's too smart to fall for these tricks, you can however kill his officers. (Kill the Dust King's officers and weaken the army)

"They can attack us from two directions, South east or North east, they have too many staging areas on that side of the River to not use them properly, besides, they don't want the hivers involved." You said.

Esata nodded. "So they won't come from the west?"

"Its unlikely, but not impossible, so be on guard in that front." You said.
