Wow, the most effective plans I can think of to evacuate the city is to effectively embark on a large-scale terrorism operation. Involving lots of conveniently empty buildings exploding, hijacked television broadcasts, magical disguise and magical voice modulation, and lots of bluffing about the number of bombs.

Hypnotism is not something we can do and the only person who could had her powers traumalocked and word of Moid from several threads ago says they won't get unlocked before we finsh this quest because it would be too much of a gamebreaker.So we can't do anything to clear out the city that would conceivably drive a wish to fuck it up. We have to be subtle. No big impending threats to force people out of the city except natural ones like a hurricane.

I know but it was the easiest way to say it. I also am pretty sure it's stated somewhere that she rejected her wish. To get her powers back we would have to convince that her wish that led to her family being killed was a good choice and depending on when/if we challenge the Aokigahara superwitch this plus getting her to move on from her dads murder/suicide in 8 days.
