Pretty much, but more detail on what you're going to be willing to tell her would be good. "Within reason" is very broad and vague.

Alternatively I need to stop jumping at shadows :V

Homura isn't willing to leave without talking to this girl for a few minutes. Something about her has hooked Homura's attention, and she can't bring herself to walk away, even with the Nanoha situation.

So...if this vote goes through, all of this will be said, but other conversation will happen on autopilot. Just a heads up.

Yeah, there's some issues that we probably don't want to look too deeply into right now. Though we need to be concerned about the 26th. Actually, what's today's date? The Center of the Mind only gives the time, not the date.

As for cats... well, I'll assume Ruki can tell the difference between a Kyuubey and a cat, so not likely to be him. There were all those cats on the base, and the possible multiple extant incarnations of Ami wandering around, trying to kill Homura.

Any anti-Kyuubey warning doesn't fit, since Homura doesn't remember Nagisa making a wish. Will leave that as a future, since I doubt it will come up right now. I don't think Nagisa really grasped the idea of magic existing until Kyuubey baited her, anyway. I could totally see her having learned lessons from Kyouko, though, given the manner of her wish.
