Research is expensive, if you live in the capital you can probably afford it and the high price tag gives it a feeling of exclusivity.

I got hit with writers block and missed the chance for my own faction, but these rising sun fellas seem pretty interesting. Do I vote for the same plan as the other rising sun person or do I do a different one? I'm not too sure about the rules.
 
What is the main faction within the Capital.
The Main Political Party is the "Panem Prosperity Party" or the "Triple P" and they are built on the continuing Post War economic Boom of the Capital and Inner districts.

Their Main "Opposition" if you can call it is the Non-Profit Organziation "Tomarrow Reform" a Capital Non Profit that formed from the Capital's state "Religion" that wants to slowly homogenize the Distirics away from their unique cultures and identity and become more "Capital-Like"

They are uniquely called "The Carrot and Stick Parties" by the Outer Districts.
What is the political landscape of the capital and rail towns?
Rail Towns are unique in that you are freer in a Rail Town then you are in any place in Panem besides the Capital.

They have a (State controlled) Union, have right to work and aren't abused by the Foremen and the other trappings of district life.

They have the Highest Non-District Standard of Living and are widely considered besides district 2 to be the Capital's favorite.

It was by design meant to be the thing to Fuck the Districts over the most.
