-[X] Circumstance of founding - The Situation was formed by artists that met on discreet areas in District 3,4,8 and 11 after finding manifestos about an ideology called Situationism published by someone with the pseudonym "THE CARPER" which resulted in the formation of Situationist Chapters around Panem's most rebellious districts. "The Carper" would be chosen by annual lottery to ceremonially lead Situationist meetings and become the face of their respective's district Situationist Chapter. But in time others join them too, from intellectuals to dreamers and also radicals.

-[X] Core supporters - Avant-garde Artists, Novelists, Writers, Architects, Anarchists, Farmers, Engineers, Fishermen.
-[X] Ideology - Situationism is the opposite of The Spectacle. The Spectacle is reality commodified. It is the transformation of direct experience and authentic desire into the consumption of goods and services so as to receive "first hand sensation" by way of second hand products. It's all the things the Capitol want their citizens to indulge in to pacify them and the things that they tell them should make them happy but do not, while all the districts suffer. The Situation is art, constructed so as to interrupt and disrupt this dystopia with a sense of wonder, adventure, feeling and hope. The Situation regards all humans as genuine, unique creatures, who merit celebration and respect in and of themselves. THE PURPOSE OF LIFE IS TO HAVE FUN, WITH PANEM'S FALL.

Also, not to make too many assumptions but so far this TL has been presented as a more realistic "cover" of the original series, with a few of its own twists. With that in mind, one of the main pivots of the orignal series was that the Alliance for Democracy was destined to win in the long run...

Name: Independent Workers of the World?
The group was founded, or, according to some of its members, refounded, by coal miners, but is mostly run and managed by the wives of those coal miners, who often find it easier to organize in the guise of social groups than their husbands. The name comes from an old pamphlet, carefully preserved by a devoted union man whose career is now long lost to time. It was labeled the "IWW" and appealed to the workers of the world. The group assumed that the I must have stood for independence, and so the Independent Workers of the World began.
Locale: The Independent Workers of the World is located almost exclusively in District 12, though they have grand dreams of expanding into the railway workers.
Core Supporters: The wives of coal miners, coal miners. Minor support from poachers and local railroad workers.
Ideology: A surprising number call themselves socialists, but they generally, along with the rest of the group, support mutualism and worker solidarity "across industries*", working on a democratic anarchist framework.

*Poaching and housekeeping are definitely industries, have you seen how hard those folks have to work? Real industrious. Book work, though? Doesn't seem very industrious.

-[X] Circumstance of founding: The founder found a old dvd that wasn't too scratched up to be unable to be watched and it was a movie called the 300. The Founder started straining trying to emulate the Spartan warriors from the movie. Other people started noticing over time and started training with the founder. One of the original gave a book to the founder it was called the Fall of reach and asked the founder could we try to get enhancements like the spartans from the book had. The founder thought long and hard and eventually agreed to allow enchantments.

-[X] Core supporters: Careerists, trainers, Former Peacekeepers,
-[X] Ideology: Obsession with Spartan life style about being the perfect warriors though ancient and modern means

-[X] Circumstance of founding: The remnants of Christianity that survived to the modern day and that still retain their beliefs. They are spread throughout the various Districts of Panem. Helping run various aid programs and spreading the word of the gospel as they do so.
-[X] Locale: Nowhere in particular. The Church is thinly spread across the entirety of Panem and possibly even beyond.
-[X] Core supporters: Christians.
-[X] Ideology: Christianity(Protestant)

Does this work?

Basically they have a presence everywhere in exchange for not having any particularly strong support base anywhere.
