Main factors for me:
1) Leverage that 1.5x modifier on Stealth.
2) Develop our element to a usable level
3) Get good at the puppet parts, so we can maintain the upgrades later on

-[] Talk to the three Genin involved in the (failed) attack during their mission, ask them about their experiences. One of them was recently crippled badly, though not from the attack, so talking to them could be interesting, and could potentially add pathos to the document, now in progress.
-[] Interview Akachi about his experiences, the latest in the ambushes which has led to yet more deaths, and perhaps one could also ask him about his research into Emiko...
-[] Research the five Special Jounin and create profiles as well as examining the likelihood that one of them did it, and if so, which one.
We promise to show Emiko around, so the civilian action is in.
Other than that, we could train, or double down on the investigation. I felt the investigation would keep poorly, so best to get more of it done before too many die.

-[] Take a D-rank mission or two around the village. There's not a lot on offer, but few genin actually want to do menial drudgery. Thus, she's almost certain to find something.
This plan improves our skills at Earth Jutsu, upgrades a clan jutsu as well as one that improves our stealth abilities, interacts with civilians and Emiko, and gets us another mission. We do have to do missions in order to earn money to pay pur rent and expenses after all.
This makes sense. Editing to match.I like Veekie's vote. Though I would like to at least upgrade one or two of our current techniques so that we can actually use them in combat.

Upgrading the Body Replacement jutsu will let us get out of harm's way a bit faster and get our puppet into the fray faster as well.
Upgrading the Dizzy Spell jutsu will let us use it in combat without fear of harming our team, because we will be able to designate allies to be immune to the effect.
The rest of it is plan Veekie.
We get one investigation done for free, and each investigation choice after the first counts as half an action, therefore 1(free)+2(0.5) = 1 action slot.@veekie and @Arkatekt , we only get to choose two votes, and "Interacts with the civilians" is one, and "Continue the investigation" is two, with a single subvote for how we investigate as free, unless @The Laurent says otherwise. This means that likely we can't do all of them that week, though I could see a Shizue managing a conversation with Akachi and maybe another of the genin after one of her classes and then proceeding to spend the rest of the time investigating other avenues.

I'm saying that there is another way to interpret it:
1 (See civilians) + 1 (Continue investigation) + 0 (research the special jounin) + 0.5 (interview the three genin) + 0.5 (interview Akachi) = 3
Which leaves one more time slot than we can use. Unless @The Laurent says otherwise, it seems to me at least that the intended way to interpret the vote is that if we wanted to do all three interview options, then we would need to pick only those three options. The way the voting is set up doesn't really make sense otherwise, because why have those three options separate if you can fit it all into one time slot?

High hypocrisy I smell.Reef was founded as an alternative to the ruthless outside opportunism of Tide and the outdated and ridiculous pretensions of Island. We stood strong against all who assaulted us and our third way.
Looking at the civilian casualties and his repeated "one ninja is worth a thousand civilians" gig, I wouldn't be so sure. Terrified peasants perhaps, grateful for all this bloodshed, no.If we know how to seize it, if we have hands that can grasp, we can recreate Shimagakure the way it should have been. Less focus on clans and heritage than Island, less focus on absolute dictatorial rule, a council that represents all Ninja equally, ruling over a grateful peasantry, protected by the wisdom and power of Ninja.

"Yeah, I've been working on it, but my skills with my eyes are less than what I would prefer. I relied too heavily on my chakra sensing, when I should have been less foolish than that. I've been trying to rectify it since."
"It's odd, did you do anything to stand out?" Rika asked.
"Well, we were being talkative. I admit we weren't showing proper circumspection, but it seemed a normal mission and we had our eyes out. But we were attacked anyway. The fight itself seemed to proceed normally, though it was dangerous enough. He kept on going straight for me, and I'm not sure why."

Some of the enemy Ninja had convinced some of the villagers to riot after the fact, no doubt to try to do some harm to the victorious conquerors, and their perfidy extended to setting fires and destroying parts of the town and blaming it on Reef. Despite the regrettable civilian casualties, the new Governor, installed in the house of the old Governor, assured the Jounin Council that the remaining civilians would pay the full taxes, even if that meant more per head of peasant than before.
Even though she was hunted by half the village, the fish girl with the bounty on her head was nowhere to be seen on the battlefields. Laying low, was she? That was the only thing that made sense to Shizue.

The jutsu renders you completely invisible as long as it is maintained. However, it does not hide you from other senses, including Chakra Sensing. This technique can be relatively easily ended, but the Ninja can move their arms and hands as long as they make no rapid, sudden movements. Costs 10 Chakra to activate, 2 chakra per minute to maintain.

Using the generation of a single sound, such as from an instrument, the user can induce a mild bout of dizziness lasting around three seconds, in all around them within hearing distance except themselves. This isn't enough to entirely throw off their balance, but it can still leave them somewhat clumsy, open and vulnerable at a critical moment, if they don't have the skill to compensate for the sudden change. Its range is within hearing distance, and its effect is equal so long as someone is capable of hearing it. The user may designate a maximum or one or two others who are immune to the effects as she is, but no more than that. Cost: 10 Chakra
The way it works, is you choose one of the options free, because I judged it'd be weird, and too much of a mechanical...thing...to have it possible for you to just not bother to do anything on the investigation this week for lack of time. Each option after that takes half an action. In theory, if you didn't do anything else, you could do all of the Investigation actions, sure, but it'd be an opportunity cost. Confront Emiko, Special Jounin, Talk to Chusei, Akachi, Three Genin=2.5-5 (free)=2. So yeah, you can do all of the actions open on the investigation now, and more would then be opened up, or you can do part of them, but the votes as they stand seem to be correct, primarily.
As for the mission, you haven't been paid *as* much as some assume, but you could probably wait until Week 5 or 6 before you start to have problems. A little less if you spend anything during the civilian excursion. So you're good for now, I'll tell you when you start running dry, but good eye to keep on thinking about it.

Ok, what I got from that:
-They definitely know what teams are being sent out, if they know about the sensor AND they know the weakness of that sensor. This points to knowing as soon as they accept the mission, a time gap of possibly under a day. We should see which Special Jounin covers that sort of thing.
