When the War in Heaven was a war of two sides, it was determined that should the Exalted and the Gods win upon their own merits, Ruvelia- and not Ligier- would be executed. In this modern age, those who study the War express amazement at the concept that the Empress of Existence was a greater threat to the Exalted than the Green Sun. Those handful of veterans would explain that it wasn't the force that Ruvelia could bring against the Exalted, but the forces she could inspire. While Ligier could build armies and could fight with the ferocity of an army, Ruvelia would never raise a hand. Instead, she would inspire armies to fight for her, for all who saw her would love her.

When Ligier fell in the final battle with the Engine of Extinction, it was Ruvelia who negotiated the Armistice, guaranteeing Tiferet's place as the Great Pillar, raised above the Jade Pleasure Dome. At the heart of the Endless City of Crystal Spires, she rules in her form of a throne of ivory, a great chalice where once the Green Sun would rest in the times of Primordial Glory. It is here where she listens to her subjects, ever watchful and ever benevolent. It is here that she entertains visitors, supplicants, lovers and enemies.

Rarely does she leave Tiferet, and even rarer does she enter the Jade Pleasure Dome, despite its import to the War in Heaven. Whether a property of the Games, or her own choice, it is so far unclear. It is said that she hates no single being, but there are rumors that there is one she does hate. But who- or what- they are is not yet known.

Ruvelia appears in the form of a beautiful woman with white hair and cerulean eyes and wearing a white, queenly gown. Her dress changes depending on what is considered 'queenly' at the time, but it is always regal. She occasionally takes the form of a beautiful woman of pure white, with four wings and a face featureless save for two glowing sapphire eyes. Her other forms include an enormous ivory chalice which would cradle the Green Sun in the Times of Glory.

Motivation: To bring hope to all, and for all to love her as she loves them. Her intimacies include Light, Hope, Society, her Subjects, and everyone.

Virtues: Compassion 5, Conviction 1, Temperance 5, Valor 3

Sample Powers:

All Are My Subjects: Upon meeting a person, Ruvelia creates a positive intimacy towards them, and creates in them a positive intimacy. This is UMI, and is a perfect attack. Perfect Social Defenses or Mental Defenses can counter this. If the target is aware of the attack, they can remove it instantly for a cost of (Essence-Target Essence)/2 Willpower. If a being other than Ruvelia is using the attack, their essence is used instead of Ruvelia's. If no contact is made with Ruvelia after the attack, the intimacy erodes naturally.

Cerulean Flame of Hope: In the Time Before, it was Ligier who told Theion that he had the power to lead the Dreamers and shape that which would be. Ruvelia gave him the hope that what he made would be meaningful. Upon activating the charm, Ruvelia surrounds herself and her subjects with blue flame. Within it, Positive intimacies are reinforced and it allows her to target her subjects in order to regenerate their willpower and Essence. Within the flame, UMI and NMI attacks intending to inspire fear, panic, and other negative effects will have an external penalty equal to the user's essence.

The Sword of the Yozi: When Ligier fell, not all of him fell. In his last breath, he commanded his sublime and supreme work to protect his Queen. The Sword of the Yozi, from which the Yozi now draw their name, came into the possession of Ruvelia. Despite this, Ruvelia does not draw it herself. Instead, when battle comes, she chooses a champion who best embodies the nobility of the Green Sun and bequeathes upon them the wondrous blade. Upon this point, the sword behaves as outlined in Roll of Glorious Divinity II.

Voice of Command: Ruvelia is one half of the Primordial King and one of the twin suns of the Empyrean Chaos. Should she ever come into contact with Ligier once more, either by somehow reviving him or finding a counterpart, or even a new twin Fetich birthed by Tiferet, they will have access to this power once more. For Theion was King, and reality responded to his commands. When this charm is used, a command is given, and reality shapes around a target selected by Theion. If the target is ordered to exist, it is shaped into existence. If it is ordered to kneel, reality forces it to its knees. If it is told to no longer exist, it is permanently killed- even spirits or devas are not immune to this death. The only defense against this is a perfect shaping defense such as Integrity Protecting Prana. During the Primordial War, this very charm was used to annihilate the forces of the Dragon Kings.

Ruvelia possesses charms which also enhance her Presence, Performance, Socialize, and Archery actions.

Ruvelia has on her left ring finger a single white ring which was gifted to her by the Ebon Dragon. It has no known supernatural properties, save for a band of starmetal around it.

Pretty sure the Green Sun best embodies the nobility of the Green Sun, and thus has two swords.

Ruvelia is "benevolent", but she's benevolent in the "I know better than you" way. She's way more of a long term threat to Creation, or, rather, to human freedom than Ligier is. Ligier is a direct threat. Ruvelia is far more insidious.

Yes, but unlike Malfeas or Ligier, she seems to be primarily motivated by Empathy as opposed to pride. She's more insidious, but a Yozi equivalent with her instead of Malfeas is going to have goals that are distinctly less inimical to ...well... just about anything you'd care to name. She's also apparently the part of Theion that made him a good ruler, and given the Great Maker totally made it so that Entropy is a thing in all things touched by his works, having her and her yozi around is likely to be better for all concerned than having Ligier and Malfeas.

I guess what I'm trying to say, is that while she's insidious, and her version of Malfeas would be more multifarious in its dangers, her basic nature is also one of reciprocity. She causes intimacies in others towards her, but also gains them towards those same others. Where Malfeas is RAGE, PAIN, SHAKE MY AMAZING BRASS ASS, Tiferet is probably a lot more Empathy, Endurance, Heal what is Broken. Or such is my interpretation?

Like, I'd expect any reclamation that came about under Tiferet/Ruvelia to actually actively make Creation less shitty in the bargain.

At the same time, it allowed them to eliminate competition. Among the many powers of the Solar Exalted are the terrifying UMI abilities they have, to inspire nations and armies. They have many of Theion's themes of rulership, and Ruvelia embodied many of those as well.

Ruvelia isnt just an enemy she represented the possibility that future solars may falter and undo the great prison letting their hated enemy out, by killing her the chances of any future solars deciding the yozi don't deserve their torment drops by a lot.
 
Considering that even in the current period some Infernals do genuinely believe the Yozi are worth a 2nd chance in some fashion, treating her as the greater threat might have been a far-sighted move.

....Does Ruvelia's home dimension have a bunch of ex-Solars known as 'the Cerulean Flame Princesses'? Ok granted, with a different history it's unlikely that the relevant historical circumstances came to be, but it's not like the idea of 'imbue humans with the power of primordials' is going to be less likely given greater co-operation between Heaven and Hell.

I'd almost consider the most likely explanation to be UC's "you can't be made a creature of darkness" comment; Ruvelia was more dangerous because of the simple fact that she couldn't be made subject to the Sun's judgement and rebuke via Holy.

Alone among the Primordials, Theion possessed the Invincible Creator Authority that raised Him above the hatred of the Unconquered Sun, preventing Sol from declaring Him a Creature of Darkness as he did the other Primordials. As the primary Fetich of the Universe Emperor, Ruvelia would have shared in that immunity.

Should Ebeli and the gang head to Paragon? The Scepter and the Orb are both Artifact N/A, and only Solars can use their full power. (They were specifically designed so it was impossible for one person, Exalt or otherwise, to attune to both at once, thereby requiring a division of power should both be in use.)

Alternatively, Ebeli should press Autochthon for info on the Eye of Autochthon, including where it might be right now.

EDIT: Oi, @GreggHL. The Unconquered Sun's invincibility is strong enough that even dropping him headfirst into Oblivion won't affect him unless he supresses his Temperance. How does the Engine of Extinction destroy what even Oblivion cannot?

The EoE hasn't actually destroyed the UCS. It was Ligier who fell, not him- he is King of Heaven, Ruvelia Queen of Tiferet.

For the EoE, it is also to reason that the EoE does not destroy- it corrupts and consumes and repurposes. It would not kill the Unconquered Sun. It would worm its way, despairing him until his virtues drop, and then make him its own.

cane whacks Autochthon across his big brass face, ringing like a gong. Then again. There are no doubt an endless amount of spirits, demons, and devas who would want to take a shot at the Great Maker, but there are likely few who would dare. Although, what is the woman?

Ah! A god. An old one, at that. Faint echoes of sunlight in her, but more an afterthought to her celestial nature than anything. The fact that the Lions are not intervening, or that Autochthon has not consumed her, tells you this is not a hostile god. More...a good natured whacking?

The woman plants her staff on the ground and looks up, meeting the adamant gaze of the Maker.

The Great Maker rotates his facet eyes.

"Bannery Bu. You live." A huff of steam escapes the grill. "This is unexpected and quite pleasant. I thought you dead at the hands of the King."

"Baneribu," Shell whispers. You turn to the Alchemical, who nods. "Baneribu. She's mentioned in the Tome of the Great Maker as one of the Great Maker's oldest compatriots."

"So I made into your book." The old woman smiles. "Good to know you're sentimental, you dense brass arsehole."

You cock an eyebrow. The old woman turns to you, walking in exaggerated gait towards you. "His Majesty's updated me on you waking up the old madman and getting him into your entourage. I'm Bannery Bu, God of Telling Autochthon that No, That is a Stupid Fucking Idea and You Should Feel Bad For Having It."

"The God of Fastidiousness and Sense," Autochthon explains.

"As he likes to call it," Bannery Bu says, tapping her cane for emphasis.

"Bannery Bu was present at whatever work it was of yours that was repurposed into me," the Sun explains, placing a hand on Autochthon's shoulder, "It took her many centuries to convalesce, and I found her aboard the Daystar."

"Aye, and I found out that in the time you'd finally had enough, made seven hundred unstoppable superweapons, realized you did it and then ran into Elsewhere without as much as a spare Raksha to keep you from dying!"

And for emphasis, Bannery Bu once more whacks Autochthon across the head with her stick.

"Right." The Sun turns to you. "You will be escorted into the Loom. Do not stray off the paths that you are given, as the Loom is not a place of sense as you view it."

You nod. The Sun returns to his chariot and it takes off, and the lions escort you, walking alongside as you walk towards the building. The old god walks alongside Autochthon, huffing.

"And as it seems we do not have a five year old child present, it will be my task to keep him from doing anything disastrous."

"I missed you too."

"Aye, and don't forget it!"

You nod. You can see yourself getting along well with this woman. "So, question, Autochthon," you say, turning to the encounter suit, "What is the Eye of Autochthon?"

You hear a celestial lion mutter. Autochthon turns to you, and rotates his eyes. "It is an Eye which I loaned to the Solar Deliberative. I left it when I fled Creation. It still exists?"

You nod.

"I will have to retrieve it at some point. It is an eye of my greater form. I have many, but...ah, yes. It functions. It still sees."

You blink. "Okay. What does it do?"

The Great Maker stares at you. "It is an eye. It sees."

You cross the threshold and into the Loom proper- or at least what you presume is the Loom proper, as you find yourself standing on a platform hovering over a great mass of thin silken wires, hovering in the middle of empty air with not a door in sight. Autochthon stands next to you, but only him.

"Oh...kay."

You force down panic and look around. Standing on the ceiling on another platform, Ray waves to you, Shell standing next to her.

"This way," Autochthon says, and walks across a thin silken bridge of a single strand. You follow, finding the single strand wide enough to accommodate you.

"So, the Eye sees? That's it?"

"Yes. Why would the Eye do anything else?"

You shrug. "It warps reality?"

"As do you." The Great Maker walks onto a floating platform where Bannery Bu is waiting. You look up, and see a red haired girl hop out of a platform and walking alongside Sky. You recognize her.

A Sidereal. In particular, Sky's adopted sister, Lumi. Chosen of Serenity. Leading your husband along a hallway that would be easy to reach from here. You scan over the nonsense room around you and see Ruvelia walking along a series of strands and leading to a nexus in the Loom. Maybe?
