You got em! take a "+1 bonus" (Remember that they don't stack). As for the artist, I can say that I absolutely do not expect anyone to guess her. She's ... very obscure.
My guesses are for the starting missions: I think the French highland involves belle and beauty and the beast in someway. I think the tzar's court obviously hints at Anastasia. Not sure about the island near Poland could be Atlantis?

Oh we're guessing at the references? I mean Pocahontas springs to mind when you describe an artist, but I wouldn't call the film obscure exactly. Older, certainly, but obscure seems something of a stretch.
The Polish island nation incident calls Frozen or Onward to mind, both being based on Scandinavian myths which could easily travel the relatively short distance south. My money would be on Onward, with the artifact that can bring the dead back seeming like something that might cause ill-defined 'readings' to occur, and the people involved in the film being obvious expies of the svartalf.
Missing persons in London I'm afraid I'm drawing a bit of a blank on. Peter Pan, perhaps? That's the only Disney film I can think of that is explicitly set in London and, well, you might describe the kids going off to Neverland as disappearing from a locked room. Narnia as well, though I don't know if the film adaptation was published by Disney.
I'll start off by saying that there's no double dipping, so frozen is out. Onward is a well thought out guess, but you're missing a less reaching setting.

This guess is actually remarkably close, so I'll reveal a couple bits about London early. Firstly, the protagonist of that mission and antagonist are completely unrelated. The protagonist is a relatively new face in her respective canon, and the antagonist is a Disney villain who has never been to europe before.

The first of these introductions is Canon, and matches your initial choice. The other five haven't happened yet but they could and furthermore still provide useful information about the setting and characters. I plan to have the first chapter of "Enola Holmes: Shadows of the Other Side" available tonight, but if it's delayed it probably won't be up before Thursday because I'll be traveling. I'll also have some character sheets up in the informational tab in a bit.
Introducing - Hua Mulan
The camera opens on a small hut in the countryside. It sweeps around to show the smokestacks of London in the distance, before zooming in to plunge through the quaint cottage into the earth, descending down a tunnel of impressive depth for its era. Deep within, it opens up to show a subterranean complex, with men and women racing about, desks scattered here and there and the furious clacking of typewriters. At the center of this chaos is a podium, upon which rests a book with glowing golden pages that flick back and forth as if blown by the breeze. The camera lingers just long enough for the large metal doors that connect this room to the tunnel to burst open before rushing deeper into the complex, coming to a rest outside a nice wooden door labeled "storage" on a deeper level of this base. The sounds of combat echo from within.
The camera phases through the door to reveal a young woman, seemingly not a day over 20, striking a wooden dummy with strength and poise. "Crack Crack" her hands fly out in an accelerating rhythm, the wooden replica juddering back and forth from each hit before- "HAH!" A fist plunges through the dummy's head and it explodes into splinters. Letting out an explosive sigh, the woman takes hold of the cracked remains of the target and hurls it across the room, where it collapses into a pile of wrecked figures. The girl turns and slowly walks towards a stack of boxes, taking hold of one and pulling another wooden dummy out, setting it up in the same spot. Before long the sound of impacts fill the room again.
A short while later, the door opens and a rather unassuming man walks in, clad in a fine grey suit with a white cravat. The woman glances back at him as he enters, but he waves his hand and she returns her attention to the dummy. A minute later, brushing scraps of wood off her hand, she turns back to the man and bows at the waist.
"Good Morning, Sir Son-of-Coal."
"Miss Hua please. I've asked you to call me Peter. 'Son-of-Coal ages me twenty years."
"Very well, Sir Peter. What happens today?"
"Things are ramping up. The Council must be spooked, because they finally appointed a Director, we're going to meet them now, there's a mission as well.
"Something emerge? Like I have?"
The camera fades to amber as the shot cuts to the inside of a museum, resplendent in Chinese artifacts and historical treasures. British citizens cower on the floor as pools of blood spread from the guards' cooling corpses. Standing and acting in this scene are a number of black clad henchmen equipped with single shot rifles, but more dangerously is a single towering man wearing nothing above the waist. His flesh intermittently mixed with strange gleaming crystal as his enormous fingers wrap around the torso of a man of advanced age, a child watching in horror as her grandfather is lifted by this monstrous man. She presses closer to the centerpiece of the exhibit, a jade statue of the legendary woman warrior of China, said to be over a thousand years old. As a desperate wish is uttered, green light begins to emanate, and cracks form over the statue before the camera flashes back to the present.
"We don't have any confirmed hits, at least not yet, but lot's of suspicious moves, things that make a lot of sense if you include magic as an explanation."
The woman nods. "Then I shall stand, defend dānchún, from magic. Introduce me to this … director."
"Anytime, Hua Mulan"
The camera zooms out as the two leave the storage room, catching brief glimpses of activity bustling towards the surface before it breaches the surface and pulls back to gaze at distant London. Hanging in the sky, letters appear, spelling out "Vanguard: Secrets of D.I.S.N.E.Y."
They shimmer for a moment, and then, darkness.

Elseworlds: Introducing - Wendy Darling
The camera opens on an exterior shot of a beautiful manor, resplendent in the spring evening. Zooming in through a window reveals the truth behind the facade, a young woman with light blond hair is sprawled on the floor, hands bound tightly behind her back. Standing opposed to her are three men in ill fitting suits. One man has his knuckles bloody, and the man in the center wears an ugly scowl which pulls at the jagged scar around his jaw. The woman pants heavily on the floor as the central man shouts, demanding answers as to who she works for and how she found his organization.
This interrogation is interrupted by a delicate knock at the door. The three men turn towards it with surprise, and then anger. The central man gestures towards the door while stepping between it and the woman. The man on the right steps gingerly towards the door, hand creeping towards an inside pocket of his loose jacket.
"Who's there!" He barks through the closed door.
"No one of any great importance." Is the gentle response. The three men look at eachother confused, but the young woman sighs, and calls out.
"What the hell are you doing here Peter? I'm working!"
"Finish it up then! You're being recalled. The council is activating that division."
The three men growl in anger at this conversation, the one on the left marching towards the young woman with an arm raised to strike, only to slam against hardwood, the woman having rolled around his attack. He reels back for another blow, but before it can even begin a booted foot lashes out from the floor, connecting directly with his chin and sending him staggering back. The other two whirl in surprise as the woman kicks up off the ground and rolls to her feet, hands still bound behind her. With a roar, the center man charges forward as the right man draws forth a blade from his coat and advances as well. The center man crashes into the woman, grabbing her and shoving over until they reach a desk against the wall, slamming her into it and driving the wind from her lungs. He reals back and swings for her face, but she rolls out of the way again, twice more he swings and barely doesn't connect, until the third man with the knife approaches and thrusts forward to cut off her escape. It is at this moment that she sweeps out with her leg and jams it hard into the scarred man's knee. He lets out a cry of pain and collapses sideways, directly into the knife's path. Blood erupts from the wound, and the last man standing falls back with a shout, the events having moved too fast for him to process. The woman rolls over his comrades body, and stands up off the table, the knife glinting in her no longer bound hands, her tight dress soaked through with blood, none of it hers. The man staggers and retreats, but she's faster and lunges forward, a final deadly arc and the three are no more.
She stands and brushes herself off, before rolling the scarred man onto his front and reaching into a pocket, pulling out a stout black key. Kneeling down she reaches under the desk and slides the key into its matching lock, revealing a secret compartment full of papers, which she gingerly retrieves and makes for the door.
Leaning relaxed against the far wall is yet another man, this one dressed in a stylish grey suit with an impeccable white cravat, reading quietly from a folder, despite the brawl that just occured. When the door opens he speaks without looking up.
"Finished?"
The woman responds by shoving the armful of papers at hum, which he deftly tucks under one arm as he offers her the folder. They walk down the halls of the manse silently as she reads and he examines the evidence.
"DISNEY, huh? Maybe the council does have its head on straight after all. I've never heard of this Agent Faith though."
"I'm sure they'll be very impressed with your service record… Agent Darling."
At that pronouncement the camera which had been following her pulls out and away, through the mansion and rotating out to look upon the clouded evening. It focuses on a patch of starlight, in which the words "Vanguard: Secrets of D.I.S.N.E.Y." appear.
They hang for a moment, and then, darkness.

Elseworlds: Introducing - Merida, of House Dunbroch
The Huntress begins her days with the same routine. Awakening at 05:00 as the light's first rays begin to creep over the horizon. A vigorous pre-dawn workout involving aerobics, calisthenics, what Systema she's been able to pick up on the job and capping it off with Archery as the sun crests the horizon. Then back into the complex for morning ablutions (The Division has a certain artifact to heat the water for showers), and a hearty breakfast before 07:30, making sure she's ready to begin the day's duties by 08:00 sharp. On a normal ray she would begin the arduous process of training the latest batch of recruits on the necessary skills for field work, hand to hand, marksmanship, tradecraft, survival. But the presence of a man in a dapper grey suit with a white cravat makes clear that this day is anything but ordinary.
"Merida, grab your gear and meet me topside in twenty."
"That's not my name Peter!" she bites out.
"Ah, my apologies Huntress, grab your gear and meet me topside in twenty."
Aggravated or not, she knows that Agent Coalson serves as the messenger boy of the Council on days like today, so she does as requested of her, watching a pair of agents that she trained… gods above six years ago? Step in to take over the proving ground. Once topside she sees a pair of horses standing ready for their departure. When Coalson emerges they each mount a steer without speaking and Coalson leads the pair south.
After nearly a half hour's ride, Huntress calls out "What's the situation?" Coalson responds
"They're activating the Division."
"The Division? The whole mess? Naval Enforcement Yard? Coalson, the kids aren't ready. You and I both know that even with the increased recruiting half the candidates don't make the cut, and of those that do, at least a third are still fresh out of the army or whatever hole Faith found them in."
"I know Huntress, but we can't hide from it. Incident rates are spiking hard."
"What's the situation then?"
"London's sent out a request for assistance. Normally missing person cases wouldn't warrant the intervention of the Division, but these numbers are insane. Boots on the ground believe as many as two hundred people have gone missing within the past month, and Great Scotland Yard has no leads."
"Do we have any?"
"Some. We heavily suspect the actions of a supernatural agent. While many of those missing were the underclass, there are several reports of people vanishing from rooms that were locked and barred, something that 'shouldn't' be possible but if you have magic at your disposal then many impossibilities become possible. There's also someone who claims to be a witness, although the Metropolitan have dismissed her claims on account of her age and general demeanor."
"Oh? No leads but dismissing witness claims? How can they be sure?"
"We don't know, but we intend to speak with this girl, one Enola Holmes."
The camera pulls back as that name echoes out, and the two riders become mere specks in the forest as the sky clears and words appear. "Vanguard: Secrets of D.I.S.N.E.Y."
Those words linger for a moment, and then new words spill onto the screen like puzzle pieces: "Enola Holmes: Shadows of the Other Side."
Then … Darkness

Elseworlds: Introducing - The Winter Maiden
The camera shows a high altitude shot of a mountain in the cold embrace of winter. It sweeps around to show forests buried in snow and icy glaciers and sheets surrounding the not-so-distant seas. The camera then swoops in towards a frozen river to reveal a young woman in a dress not even remotely fit for the weather, sobbing as she kneels atop the frozen water. Chilling wind and snow swirl around her. The camera pans up from her to reveal a man in a tailored grey suit standing a respectful distance away, a folder clasped in his hands. They remain that way for nearly half an hour, the woman sobbing and the man watching in silence.
Eventually, the woman runs out of tears and slowly stands to her feet, staring despondently at her hands. It is at this moment that the man speaks up.
"Excuse me, miss?" Spinning around in fright, the woman lets out a shriek and a burst of energy launches from her hands as she spins, a field of icy spikes stabbing up from the snowy ground and river. "Hey, easy! I'd like to speak with you, your highness." There is a moment of tension, as the two stare at each other, the man's hands open at his sides, while the woman's are clenched tight in front of her. Slowly, she brings them down.
"You should leave. It's not safe to be near me."
"Sorry to hear that, your highness." The man responds "But I've never been much for safety myself. I represent a group with an interest in … let's say 'supernatural events' and some rumors had filtered out our way. Nothing like this though." He looks out across the mountain.
"There, there hasn't been anything like this before. I tried, to not feel, not let it out, but there was so much, and Anna, and that man… I didn't know it would be so much. It's… it's all gone, isn't it. What do I do now?"
The man puts a hand to his chin and thinks for a moment, before responding. "Well, when I was a boy, my grandpappy told me this. He said 'Boy, you're gonna screw up.' and I said 'Thanks grandpa' but he said 'Everyone screws up, get over it. What's important isn't that you screw up, it's that you look to the future, not the past.' And he didn't mean to ignore what you did, but you can't change that. You have to look at what you can do now."
"What … I can do now?"
"You screwed up. Royally even." He gestures towards the distance. "But you can either give up now, or keep walking, despite it all. Which one would your sister want?"
"You…. ugh. Fine." She stands up to her fight, surprisingly towering nearly a head over the man, although you would never have known from her hunched posture. "You mentioned a 'DISNEY organization'?"
The man walks forward and hands her the folder. "Like I said before, you're not the only supernatural event on our radar."
"Radar?" She interrupts
"Figure of speech, don't worry about it. I meant to say you're not the only spooky thing happening in the world, and a lot of them are less inclined to be nice, let's say. My bosses wanted to bring you in to talk to some RND people, and that's still a good idea, but right now I'm thinking about a Hammer."
"A … Hammer? I'm not really sure what the tool has to do with working for your organization. I can't say I'm familiar with its use."
"What I mean is, most of what we've got right now, it doesn't really pack much punch. I'm sure you're very afraid of your power, and perhaps some of that fear is warranted, but I'd like you to imagine a giant, or some other massive monster marching through the streets of London." The woman holds her hands to her mouth at that image. "Hells knocking at the door, the enemy is shrugging off everything we can throw at it, if it gets past us death and destruction are certain. In that scenario, there's no option that's off the table, including unleashing the storm to bring down the beast."
"I see, a power of last resort, when the forces of evil march under the open sky." She takes a deep breath. "And what of Arendelle, should I join you."
"Well, I can't see much messing with it right now, your highness. I certainly don't know where to even begin fixing something like that … But. I do know some people who might, and I'll add it to the docket myself. I'm sure the Director will have some ideas."
"Then I'd like to meet this Director of yours."
"It'll be my pleasure to introduce you, Queen Elsa." She lets out a forced laugh at that, barely managing to avoid a sob.
"Queen of what. Please sir, you may call me Elsa Árnadalr."
The camera pulls away at that line, as the two begin to walk away into the snow. Zooming out across the mountain it spins to reveal a massive beautiful city. Locked in an overwhelming dome of ice like a fly trapped in amber. It glints in the warm summer sunlight as the camera pans back to reveal the whole island dusted with snow. Above the island the words "Vanguard: Secrets of D.I.S.N.E.Y." fade into being.
They hold for just long enough to be read, before darkness falls.
Through the blackness, a voice echoes "You wouldn't happen to have some gloves?"

Elseworlds: Introducing - The Wayfarer
The camera opens with a sweeping shot of a great wooden galleon as it sails the seas lit only by the light of the moon and stars. The shot is peaceful for a moment, the only sounds are the creaking of wood and dull roar of the waves. The camera tracks out over the open ocean, lingering for a few moments on the dark and fathomless seas. Just then, bubbles and rippling emerges from the empty water, foaming water obscures the deep completely. With a titanic roar, giant tendrils burst from the water and wrap around the sides of the ship. Shouts of alarm ring out and men and women rush about trying to stabilize the ship
A man in a stern white coat barks out orders across the deck, leaning heavily on the wheel in an effort to keep the ship steady. A massive leviathan's head slowly rises out of the water, looming over the ship. A tentacle lashes out and wraps around a woman, lifting her off the craft and towards the beast. The woman screams as the monster lifts her towards its gaping maw … when suddenly!
SHRUCK
The sound of parting Leviathan flesh rings out as a woman bursts from the ocean itself, a massive white hook in her hand cleaving through the tentacle like its paper. Cheers ring out from the ship as their crewmate is saved, but she lets out a shriek as gravity reasserts its lapsed control, dragging her and the severed tentacle towards the roiling sea. However, before she can fall, a tendril of water itself surges up and wraps around her, slinging her back onto the deck. The Leviathan, furious at its injury, swings another tentacle towards the mysterious heroine, catching her in midair and slamming her down onto the deck where she lets out a groan of pain. The camera takes this moment to focus in on her, a pretty young woman clearly not of European descent. She's dressed in a colorful chest-wrap and a longer white half-dress, both absolutely sodden. Her long black hair hangs free behind her, strangely dry despite the state of her clothing and at her hand is an enormous white hook, carved with elaborate images and about as big as she is. She stands slowly, and takes the hook in both hands, looking around before her eyes lock on the tentacles wrapped around the ship's mast. With a tremendous war cry she leaps up and swings the hook, which carves through the tentacles like an enormous sword, despite the lack of any kind of cutting edge.
From the Quarterdeck a voice yells out "Fire the bloody cannons! Push that thing back!" A few moments later, a roaring of cannon can be heard and lances of fire lash out against the Leviathan's body causing it to list back in the sea. The Islander warrior charges towards the side of the ship, her Hook flashing and carving off the tendrils that anchor the beast to the ship, and with a lurch it slides free. However, the Leviathan isn't stunned for long and roars in anger as its prey tries to escape. The Islander charges up the quarterdeck and takes a flying leap over the tailing, soaring off the back of the ship towards the pursuing beast, amidst the shouts of the crew. She begins to fall, but lands on a platform of water, hovering beneath her feet atop a tendril of ocean water. She continues to charge forward, the sea rising up to meet her every step and carry her forwards. Within moments she's standing before the Leviathan's face as it gazes incredulously up at her. She leaps up and the hook flashes through the air before plunging into the Leviathan's flesh, carving a great chasm through its head. With pondering slowness, the creature sinks down as it dies, its ability to swim lost in death. Looking over the side of the ship, the white-uniformed officer tries to make out any signs of the woman. Watching as she surfaces and starts swimming away from the ship he calls out "Hey! I would speak with you, Islander!" The woman turns and looks at the ship for a moment, before she gestures with her hand and the water swells around her, lifting her up to deposit her on the deck. The man is rummaging through a chest, and pulls out a white envelope, offering it to the woman. "Someone in Europe is very interested in speaking with you, Ma'am. It's an honor to meet the famous Warrior of the Waves."
The woman doesn't speak as she takes the envelope and opens it, pulling out the letter inside, unfolding it before looking shocked. She carefully scans the document, then looks up at the sky, measuring something out with her hands. She nods to the uniformed officer, before rolling up the letter and stuffing it into her skirt, running over to the side of the deck and leaping off the ship once more, the waters below coiling around her as she lands and rockets away as though propelled by a jet stream.
As she swims off into the rising sun, the camera tilts back to observe the starry sky. Hanging in the sky, letters appear, spelling out "Vanguard: Secrets of D.I.S.N.E.Y."
They linger for just a moment, and then, darkness.

Elseworlds: Introducing - Chrona, of Lands Beyond
The camera opens in the center of a sprawling city, the architecture and citizenry evoke a prosperous Italian civilization. The camera zooms in on a modest cathedral, before slipping inside through a window. Inside, a young woman dressed in overalls and some sort of goggles is carefully painting one of the walls, her brush appearing to shimmer in the dim light. She paints for a few minutes before a knock echoes from the door. "Come in!" She calls out while not looking up from her work.
A man enters dressed in a grey suit, with stylish white cravat. He looks over the artwork decorating the cathedral, and then opens his mouth to speak, but he's interrupted by the woman.
"Agent Coalson. I've been expecting you."
".... you have?"
"Yes indeed!" She spins around and gestures with her paintbrush. "All the signs point to it, the swelling etheric currents, the strange events reported about across the continent, even the worldgates closing. The magical potency of this world is growing at a frightful pace, and when that happens a Division to contain it and protect the people is never far behind."
".... How could you possibly know any of that Ms Wondera? You're telling me you can sense etheric currents? We've been working with partially deciphered star charts!"
"Well you see, the truth is that I'm not from around here." She whispers, as though sharing world shaking information, and perhaps it is.
"Milan?"
"Earth." As Peter staggers back in shock, she continues "Where I'm from we were able to look in on a multitude of worlds, and saw the beginning of many stories just like this one, although never in detail like this. I didn't really mean to come here, but right now my return trip is sealed off. If I ever want to re-open the worldgates, who better to assist me than DISNEY? Or I suppose D.I.S.N.E.Y"
"So… you'll join us."
"I have some conditions, but nothing too onerous. And I'll use my fantastic powers to defend the world from evil." She gestures with her brush towards a drying painting and it begins to shimmer and warp. A horse pulls itself free from the oil and gives a shake of it's head and a whinny. "Shall we go? Chrona Wondera, by the way.
"Peter Coalson."
As the two turn to leave the church, the camera pulls up and away, revealing the words "Vanguard: Secrets of D.I.S.N.E.Y." spelled out in shimmering rainbow paint on the side of the bell tower, before they vanish in a rush of bubbles.
The camera tilts back towards the sky, and darkness.

Well i for one am happy i found this and can't wait for more, and I can't wait to see what is done with some of Disney's properties and large cast of characters.
Some of the villains in particular i cant wait to see.
The camera opens on a large brick building in the center of London. The face has a large clock on its side, ticking ominously. The camera zooms in through the doors to sweep over the small crowd of people who have just entered this police office. Leading the mostly homogenous ranks of uniformed men and women are three bright standout characters. In the front, wearing a loose fit red dress that barely hangs off one shoulder walks the director of D.I.S.N.E.Y. itself, Director Faith. On her left, in his signature grey suit and cravat, walks Peter Coalson, Special Agent in Charge and second in command of this operation. To Faith's right walks a woman in a suit that seems to struggle to contain her, long black hair and a sash tied tight around her waist with a sword sheathed at her side, Hua Mulan. Sweeping around once more, the camera zooms up behind Director Faith and then fades into her.

You are Director Faith and you've been called to London and the headquarters of Scotland Yard to assist in the investigations of the missing person incidents that have swept through the city. You can't say you're impressed with what you see here though. Police deputies rush back and forth between desks, talking and examining papers. There's a lot of energy here, but the number of open case files visible on every surface makes the situation clear. Scotland Yard is Overworked and Understaffed (3). Looking over at the wall shows a bulletin board with dozens of sketches posted up with writing on or around them. Despite that, from your experience it's rather Barebones Evidence (1/5). You wave a hand and send your rookies forward to assist, before turning towards the back wall. There a door is marked with a brass nameplate which reads "Detective Inspector Lestrade." It opens to reveal a man wearing a bowler hat with a large mustache, he observes the goings on of the room for a moment before turning to you. "You must be the agency we've been told to expect. I'm glad you're here ma'am, we could really use the help. We've got the locations of any disappearances reported to us over by that board, but we're really stumped on how this could possibly be occurring, and most of the people from that part of the city won't talk to a detective even if their life is on the line." Hmm, sounds like a Stubborn Proletariat (3?)
"So you haven't been able to find any witnesses to the disappearances?" you prod.
"Well, there is one, but. Well it's complicated ma'am, but if you're around here long enough I'm sure she'll turn up to badger me again. In the meantime, my resources are yours, such as they are."
Quite the puzzle you have on your hands. You'll need to have someone see if they can organize the deputies into a proper investigation. There's also evidence to gather, you'll want someone to examine the locations that the Detective has provided, and if you could have operatives make contact with the general populace around the south docks market, perhaps they could be convinced to provide information.
Setting The Stage: Gather Information.
You have four-ish characters to control for this Stage. For each character, have them pick a location to act and an aspect to invoke, doubling up is allowed, but characters roll separately(except the rookies). A brief description of what you're hoping to achieve with that aspect would be appreciated, for example.

That's the base theme, of a sort. But I'm aiming more for a Disney Cinematic Universe than just Disney Avengers, with a growing supporting cast, solo adventures in addition to team events, and an ongoing background narrative.
I never got around to figuring out a better plan than the example plan, and I would like to see this quest continue, so since no one else has proposed a plan I will vote for the example plan.
