"Nonsense we should march to the coast and establish the trade we need outside support to defeat the Russian dog that's been let loose upon us." another shouted.
He must be talking about the Baron….the bastard was making a name for himself,and not in the way that brings us to heaven.
Prince Michal Radziwill was quiet and forthcoming, watching the proceedings on how to proceed carefully. He was the one who had invited you here today to work or at least attempt to convince the Sjem to take the right action.
You both knew that the action was futile. Even if you succeeded in mobilizing the population, there were still sections who wouldn't do a thing. For all the good loyalty pledges and support would give it would only delay the inevitable.
The Might of Russia's Empire would be upon you and would scatter your people to the four winds. You didn't want to ask but…you had to.

You almost wanted to vomit in anger and disgust at the report. "And the Change to Social Reform to Instrument of Repression? Was it Baron Markov's Idea?"
"Yes…from what little our spies can tell us, it was his idea and his political faction, The Order of the Blackened Cross," Radziwill stated.

"No…soon they will bring the full might of their army and this order upon us and we will stand and fight with conviction and rage and heart…and lose." He said.

"Be my guest to do so…but know it will take a miracle to get them to do anything beyond getting the army more money these days." He said.

Well, those d10,000s are for the actual fighting population and military units...
As for what it is doing mechanically they don't suffer maluses to battle rolls due to their population support.
You know, making sure things like getting food, water and ammo and meds.
As for the Terror Attacks, they are
The d10000 here is the population the Russian Attacked Directly, because remember, Russia doesn't want to kill off all their Serfs, they want to kill off the one's leading them in rebellion.
