I think the ability to use the Thu'um was a gift bestowed by Kynareth, without which they could not use the Thu'um.

And unless Kynareth decided to go massively multiversal in her gift givings....I don't think they should be able to use it.

The ability for the Dragonborn to use the Voice is from Akatosh - he literally was given the soul of a dragon and it passes down through the bloodline according to Lore all the Septim kings were dragonborn.

And crap, I just managed to necro another thread because I hit reply before I realized it was months ago that this conversation was going on.

I know, I was just hoping against hope that the author had actually updated the Thu'um and the Seven Kingdoms recently and was disappointed when it turned out he hadn't.
